r"� <br />'4 <br />CITY OF NORTH OLMSTF-D <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTM, OHIO <br />2 <br />A letter was received from Ronald Wilamosky, Chairman of the Finance Committee, <br />stating a change of salary range for the position of Clerk. A copy will be <br />forwarded to Chief Taylor. <br />The issue of examinations for the positions fo Chief Inspector, Inspector and <br />Draftsman in the Engineering Department was discussed. Mr. Zurawski reported <br />that he had been in contact with Professor Gallo from Cleveland State <br />University who would be interested in preparing examination. He also reported <br />he had communicated with McCanns and found the examinations they have avail— <br />able would not be definitive enough for his purposes. - <br />The Secretary reported she had received responses from Lakewood and Strongsville <br />regarding this matter. Lakewood has had their own examinations for positions <br />of Engineering Technician. (Strongsville does not include the Engineering <br />Department under Civil Service. <br />Mr. Hugh Patton, Survey Crew Chief, expressed concern that an examination would <br />not be given before the present Chief Inspector has been in his position two <br />years and therefore certified. He stated he believed his constitutional rights <br />were being infringed upon if'he were not given an opportunity to take the <br />examination for City Inspector." He also questioned the source of examinations <br />in regard to the amount of secrecy involved: He expressed concern that a <br />Department Head might be aware of the contents. The Commissioners explained <br />that examinations are prepared by outside sources based upon job descriptions <br />and requirements furnished by a Department Head. Specific questions are not <br />furnished before the examination. <br />For the position of Chief Inspector, it was determined that this should be <br />a promotional examination.— An announcement to this effect will be posted in <br />the department by Mr. Zurawski. <br />Motion by Harry Malone, seconded by Roger Alexander, that the Secretary choose <br />a panel of three from names furnished by Mr. Zurawski and other engineers <br />who will serve as a rating panel to rank candidates for the position of Chief <br />Inspector. This list will be supplied to the Commission for ltheir approval. <br />Criteria to be used will be how well the candidate's training and experience <br />conform to the job description and requirments for the position. <br />The Commissioners will consider certifying a provisionally appointed employee <br />for the position of Inspector based on his training and experience. Mr. <br />Zurawski agreed to furnish a copy of his performance evaluations and resume <br />on file. <br />It was determined that certification for the position of Draftsman should be <br />based on a combination of a written exam and an -evaluation of training and <br />experience with each carrying equal weight.
