CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />MINUTES <br />September 22,1983 <br />Minutes-Sept.2218 <br />-2- <br />Old Business (continued) <br />discussion the suggested titles for the positions were as follows: <br />Clerl -typ i st <br />Clerk -accountant <br />Secretary <br />The police clerical staff classification was thought to be.properly <br />titled by Chief Taylor , but the classification did not seem to re- <br />flect the unique working circumstances of the department. The ques- <br />tion was raised as to whether the Commission includes a determination <br />as to which position requires the greater skills and thus a higher <br />classified level. Such a,determination wouldform a classified <br />guideline for promotional and salary purposes. The Commission <br />recognizes the power of council to determine the salaries given to <br />employees but directed the secretary to request a legal opinion <br />from the city law diector regarding the heirachy of responsibility <br />and skill levels. The case in point in this discussion seemed to <br />be the feeling of the directors of the Finance and Purchasing Depts. <br />that the position of Clerk -accountant required a greater skill level <br />than that of Clerk -typist, and that the secretarial position de- <br />manded evn greater skills and abilities. Until such time as the <br />opinion was rendered by the Law Director, the classification of <br />the city clerical staff would have the new classification of <br />Clerk -Accountant which would be descriptive of those workers <br />dealing primarily with financial and bookkeeping matters. <br />Bd. of Educ. Secretarial Test: Mrs. Bahas reported that of the <br />twenty five eligible to take the typing test, nineteen responded, <br />As a result of the identification envelopes the following list is <br />the new certified list for the position of North Olmsted Bd. of Ed. <br />Secretary. <br />
