• CITY OF NORTH OLMSTE® <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />4NEWCOW <br />HEARING - FEBRUARY 28, 1985 <br />RANDALL ANGLE <br />ROLL CALL: <br />Meeting of the North Ulmsted Civil Service Commission was called to order at 7:31 p.m. <br />by Chairman Dr. Philip Huffman. Present were Robert Angle, Randall Angle, Captain <br />Thomas Marsh, a ec Tve Mason, DeanMcKay, Sandi Westerfeld, Law Director Michael <br />Gareau and Gene Petrel <br />Dr. Huffman stated to Mr. Angle that he could state his case. Mr. Angle felt that <br />he made every statement correctly. He had been asked if he had ever been arrested <br />and he answered that moy he was not arrested. It was stated at this point that he <br />had been arrested and Mr. Angle stated that he didn't understand that he had been <br />arrested. Mr. Angle stated he did not understand the letters that were sent to him <br />regarding the referenrres to rules which he violated that were cause for his removal. <br />Dean McKay stated that when he waivered he plead guilty. Mr. Angle was told that <br />there were discrepancies- in his interviews. <br />At this point in the meeting, law Director Gareau stated that all witnesses should <br />be sworn. Chairman iaffman did so, swearing Captain Marsh, Detective Mason, Robert <br />Angle (Randall Angle's father) and Randall Angle. <br />Robert Angle stated l -P - would like to know exactly what the reasons were for Randall <br />being removed from the list. He was aware of the fact that Randall was supposed to <br />have made false state2pents but would like to know positively. Detective Mason was <br />asked by Mr. Gareau tax state what his employment with the Police Department was and <br />how long he has been employed. Detective Mason has been employed with the City <br />about 15 years, 5 � on Patrol and 9 as Detective. He'stated he performs criminal <br />investigations and back -ground investigations. Mr. Gareau asked Detective Mason if <br />he did the background investigation on Randall Angle. Detective Mason answered <br />affirmatively, thalt he -obtained background information on Randall Angle at the first <br />interview and checked the information Mr. Randall gave. Detective Mason was asked <br />if he did this on all cases and he answered affirmatively. LKr. Gareau asked if <br />Detective Mason reca ed.when the interview was conducted. Detective Mason answered <br />yes, January 2 of this: year. Mr. Gareau asked what areas were covered and where the <br />interview was conr3ucted. Detective Mason stated that present were himself and Randall <br />Angle. He then s'tate&F that he advised Mr. Angle that he was getting: background <br />information and that primary importance was to answer truthfully; they would cover <br />any criminal record, health, employment and military service. <br />Mr. Gareau asked ]Detective Mason -if he, at the time of interview, had Randall Angle's <br />application. Detective Mason answered affirmatively. Mr. Gareau asked Detective <br />Mason if he recalled asking any questions relative to criminal activity and also if <br />he remembered going ever the application with Mr. Angle. Detective stated that Mr. <br />Angle answered "N'6" to question # 10 of.the application. Law Directir Gareau asked <br />Detective Mason v0lzat exactly he did ask at that time for question #10 of the application. <br />Detective Mason satata that after asking all of the questions Mr. Angle's response <br />was "No." - Mr. Gareau, asked Detective Mason if he made any further inquiry regarding <br />the criminal recorrd f Mr. Angle. Mr. Angle related to him that while drinking beer <br />the police came and informed him that he could not drink beer in a public place, <br />meaning the backygard of his friendIs home. Mr. Angle then stated that he knew better <br />
