,j
' tCITY OF NORTH OLMSTED
CIVIL SERVICE COMMISSION
NORTH OLMSTED, OHIO
.
400000
MINUTES - MARCH 28, 1985
ROLL CALL:
The regular meeting of the North Olmsted Civil Service Commission was called to order
at 7:30 p.m. by Chairman.Ph'lip Huffman. In attendance were De y, Sandi
Westerfeld and, later, Fire Chi—eeff—Join VanKuren and Police can DVdate e.
Delfing.
MINUTES:
Minutes of the February..- 28, 12985 and March 19, 1985 meetings were approved as read.
UNFINISHED BUSINESS:
Proposal. of James Klima,; School Personnel - Mr. Kline informed the Commission that the
position of Library Clerk was, at first,
considered a testable position. He said
that there has not beEna test given for this position in twelve years. He said by
changing the job title to Education Aide II testing was unnecessary since these people
are already tested by the State when they receive their licenses. He informed the
Commission that the three persons remaining in this position that were tested for the
same were promised that they would retain their Civil Service status, benefits, etc.
He also stated that the'pay scale was the same for Educational Aide II as for Library
Clerk.
Regarding the position of Night Custodian Foreman, they would like to take this
position and give it a little more responsibility; not just cleaner/maintenance, but
more foreman. In the past what made it testable was the fact that there was more
supervisory and administrative work. These duties would go to the new position pro-
posed of Superintendent of Maintenance. They would like to make this position testable,
but not promotional since it has been the experience of the Personnel Department that
the employees promotable: are not looking for this responsibility. Last .time, three
people took the test. Suggestion of Mr. Kline was to give an open test.(open to public)
but to give extra points to candidates presently in the system.
Regarding the change from Clerk/Typist and Office Assistant to Secretary II, Mr. Kline
explained often in :the system.'the two different classifications would be working in
the same room, possiblyrdoing.the same work, for two different pay scales and job
descriptions. He reminded the Commission that the job descriptions for the schools
had not been updated for approximately 12 years and that definitely things had
changed as far as robs were concerned. He explained that the pay scale of the Clerk/
Typists would be elevated to that of the Office Assistant under the new description
of Secretary II. Fk. Kline explained that by doing this it would make the system more
fair.
Mr. Kline then staffed that the Commission had to rule on the classifications of the
new positions of StupEmvisor/Maintenance (Administrative) - Unclassified; Food Truck
Driver - Unclassified; Central Receiving/Mail Clerk - Unclassified.
DECISION of Commisrsiou regarding above is that (1) new positions with classifications
as stated are acceptable;: (2) new classification of Secretary II including both
