Minutes -
March 28,
Page 2
1985 Meeting
Clerk/Typist and Office Assistant, with Clerk/Typist being elevated in pay scale to
that of Office Assistant is acceptable; (3) position of Night Custodian Foreman
(formerly Night Head Custodian) being changed from Classified/Competitive to Unclas-
sifed is NOT acceptable to the Commission since the Commission feels that this is
definitely a promotional/testable position. In all other areas the Commission agrees
with.proposed changes with the exception that notice would be posted in conspicuous
areas regarding changes of Clerk/Typist and Office Assistant to Secretary II so that
responses could be directed to the Civil Service Commission.
Secretary Westerfeld was then directed to proceed with the preparation of testing
for Secretary II for the school system.
NEW BUSINESS:
Removal of Kenneth Delfing - Police Candidate - Since Mr. Delfing was already in
attendance at the meeting, Secretary
Westerfeld informed the Commission
Members that Mr. Delfing had been removed from the certified list due to inability
to pass the visual physical examination. Mr. Delfing, it was reported, had a color
deficiency (red/green. Secretary Westerfeld also explained that Mr. Delfing had
requested in writing a review by the Commission and had brought the letter to the
meeting, but that since Mr. Delfing was already in presence, we would go ahead with
review.
Mr. Delfing stated that since he has no problem with his present position of Patrolman
with Olmsted Falls Police Department, it should be no problem for him to work for
North Olmsted. The condition has never affected his job and his Chief of Police would
so state. Dr. Huffman stated that the problem of color blindness is not the only
problem and that since he is 23/50 in both eyes without corrective lenses, he also
would not, pass on that point since the standard for North Olmsted without corrective
lenses is 20/40. Dr. Huffman stated that the rules were to follow and that the
Commission could not change the rules to suit Mr. Delfing. He also stated that Mr.
Delfing in every way was an ideal candidate but that the Commission had to follow
the rules set down and they are not discretionary to the Commission. At this point
Mr. Delfing thanked the Commission and left.
Clerk/Typist Exam - Police - Secretary Westerfeld reported that the Police Department
had requested a Clerk/Typist exam for the Police Depart-
ment alone since because this position involves shift
work, it was possible to go through the entire certified list of City Clerk/Typists
and not find a candidate willing to do shift work. It was stated that Secretary
Westerfeld would putthat particular qualification in the ads for the newspapers so
that only those persons willing to work shifts would apply.for the exam. The Commission
decided affirmat:iveiyv regarding a separate exam for Clerk/Typist for the Police Depart-
ment.
Clerk/Typist Exam -Cit
The envelopes were then
April 17) is attaclmd'.,
y - At this point the Commission reviewed recommendation by
McCann's of passing point for the newly adminstered Clerk/
Typist exam for the City and set the passing point at 97.
opened and the preliminary list (before typing test set for
