1.
NOF:' I -Y CIVIL SERVICE COMMISSION
!N't- ..RMAL SPECIAL MEETING -- OCTOBER '15, 1986
r, siding: Patricia Bahas, Robert Wendt, Chairman, Mark Musial, Peg Hill,
Saki ,.tary.
Also present Flash Fairfield,'Westlife correspondent.
Mr. Wendt confirmed with Pais Bahas the date for the Police Agility
Test .scheduled for Saturday- November 1, 1986 at the high school.
Mr. Musial was concerned abort a phone call he received inquiring
if a person would be disqualified from taking the test if they had
a felony record. Mrs. Bahas answering the question stated - if the
person stated on the application she or he had a felony record as
an adult - it would be up to the hiring authority, but they would
be granted an interview. However, if such a record existed as a
juvenile then we would have no right to ask the quest'.on.
sr. Musial presented and read his letter going to Mr.'Levine of the
Sate Board of Personnel Review. This letter was an answer to a
letter requesting an investigation into the Carol Ward vs City of
North Olmsted.case. (Letter and Legal Opinion by Michael Gareau
in file.) His feeling was the Commission did not have jurisdiction
over this matter, however, did state in the letter that the Com-
mission was split in this decision - two voting not to hold a
hearing and one voting to have a hearing.
Mrs. Bahas quoted from the Civil Service rules with respect to hiring
within the city, example; clerk's job, showing that the department
heads do the hiring and firings are done on the basis of the employees
evaluation. Discussion ensued with regard to appointing authority.
Mrs. Bahas read her letter going to the State Board, which will be an
addendum to Mr., Mus,_4.al's letter.
Mrs. Bahas stated her main concern was a definition of the words "re-
assignment" and "transfer". A clarification is needed now to effect
any future cases coming before the Commission. This would also determine
whether or not we., the Commission, had the right to hear such cases.
Both M-. Wets-z,t and Mr. Mur `a' -r?^« that a. clear definition should
be made. As iry- ,c:• staud a'U. :re in ar..c:.sdance it we.s ambiguous.
Discussion fc o -lowed on the attacbw...;a`L-._ 'Io the above letters to avoid
duplications.
ad_J. -ned at 8233 p.,m.,
............................
