CIVIL -SERVICE MEETING - DECEMBER 18, 1986 Page #3 <br />Attorney Jamison questioned Patrolman Flynn regarding the phone call on October 7 <br />from Patrolman Butera - did Butera specifically ask or request that he "fix" <br />or take care of that parking ticket at the Buckeye Bowling Alley? <br />Patrolman Flynn answered that the words "fix" or '•'take care of" were never used, <br />and after this phone call from Butera there was never any other conversation <br />with him... <br />All other conversation surrounding this ticket were within the Police Department. <br />Attorney Jamison questioned Flynn on Exhibit #1, the diagram of the bowling lane <br />parking lot.. does it appear the same way today or does it differ? <br />Patrolman Flynn pointed out the difference - showing that concrete blocks or <br />traffic stops were in the parking lot years ago... these are not in the locations <br />any longer also this shows Fire Lane signs on posts are not on posts along the <br />front of the building - they are mounted on the building proper ... also, the front <br />entrance of the building has been remodeled.... <br />Attorney Jamison introuduced Exhibits C & D. These were photos of the outside of <br />the the Buckeye Bowling Lanes, the entrance area. <br />Flynn then showed the Commission the area where the car was parked on the night <br />of October 7th..car facing north into the building... <br />Attorney Jamison asked if the signs in the Exhibits near the front door were there <br />on the night of October 7th.and if they were, at that spot. <br />Patrolman Flynn stated that "this particular sign was not in place at that building". <br />Attorney Jamison stated "in fact that sign was there subsequent to that date". <br />Patrolman Flynn "yes, sir". <br />Attorney "how do you know that?" <br />Patrolman Flynn "I have seen it there on that building". <br />Attorney "what does that sign say". <br />Patrolman "No Parking - Fire Lane":' <br />Attorney "And, that was put up after October 7th". <br />Patrolman "Yes, sir": <br />Attorney "Officer Flynn do you know how those signs arrived to be there after <br />October 7th?" <br />Patrolman Flynn "I have personally requested these signs that were absent from that <br />location be replaced (3 times) I do not know who replaced them or when they were <br />replaced". <br />Questioning regarding the No Parking signs continued, with respect to Exhibits C 6 D. :,- <br />Patrolman Flynn stated that it was more than just a couple of tickets that he gave <br />at the bowling alley for parking in the fire lanes. <br />Commissioner Bahas raised a point of question "is the Buckeye Lanes parking lot considered <br />private property"? <br />Patrolman Flynn "Buckeye Wines is private property open for public use". <br />Bahas: "Does the same ordinance apply to just posted no parking signs or must it have <br />the fire lane". <br />Patrolman Flynn: "The City requires the handicapped lanes and the fire lane zones'. <br />Questioning of Patrolman.Flynn continued,.'Flynn stating the,,Ireasons for voiding <br />a ticket.. <br />Commissioner Wendt questioned Patrolman Flynn re°posts and markings for a fire lane, <br />especially on concrete. <br />Patrolman Flynn asked what thevery dear'friend'almost like a brother" remark by <br />Officer Butera meant to him. 'Flynn acknowledged.that-."he'would be doing a very good <br />friend of his (Butera) a favor". <br />In Flynn's mind he took the remark to mean -.could we pretend it was disabled and <br />write it up that way. <br />Questioning of Patrolman Flynn by Law Director Gareau regarding his thoughts on voiding <br />a ticket.. <br />
