CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />NORTH OLMSTED CIVIL SERVICE�MEETING - JUNE 9, 1987 - 4:00 P.M. TOWN HALL <br />Present: Members of the commission: Pat Bahas, Tom Stroh, Bob Wendt, <br />Secretary, Peg Hill. <br />Discussion surrounding the active certified ranked list for clerk at the <br />Senior Center. There is a need for three viable candidates that are <br />interested in an interview at the center. When less than three names <br />are certified to an appointing authority appointment from the list shall <br />not be mandatory. (O.R.C. 124-27) <br />Classified ads have been placed in the SUN HERALD, WESTLIFE, & <br />CHRONICLE -TELEGRAM for the position of clerk for the City of North <br />Olmsted. This advertising will seek qualified to test for the position <br />and therefore establish a current certified list of clerks for.the city. <br />The commission will endeavor to submit three names to Betsy Jack for <br />consideration of the position existing at the senior center. If we <br />cannot get three people interested in this position we will submit to <br />M s. Jack two (2) names and if these people are not considered we <br />already have the test in place. The two people interviewed will also <br />have the option of not taking the test and throwing in their score from <br />the previous test, in competition on whatever is arrived at as the <br />passing score on the test to be given for clerk for the city. Pat Bahas <br />related if the secretary will send the scores these candidates achieved <br />to McCann & Associates with an explanation of how the passing score was <br />arrived at by the commissioners. Bob Wendt explained the commissioners <br />looked at the norms to achieve a passing score, making as many people <br />eligible as possible. Pat Bahas further stated that McCann would take <br />those score and compute them in with the other scores and make that kind <br />of adjustment as we are doing two different tests. However, these <br />candidates may decide to take the recently advertised test and this <br />would be their decision. Ms. Bahas furthered by saying the testing <br />service could transcribe those scores by the spread and turn them into a <br />percentage or a standard deviation and work it into the new testing <br />score norms. Ms. Bahas related she had a twenty minute conversation <br />with the gentlemen from the testing service to explain to him why we <br />needed another test. She related the testing service person also stated <br />that anyone who interviews for this job and turns it down, their option, <br />it shouldreallYI/u not count against them. Mr. Wendt asked why? Mrs. <br />Bahas countthat because in both cases we had a complaint on the <br />interview system to begin with and if this is the same person that had <br />the complaint then the testing company felt, it was his thought, you <br />would not penalize these two people on the list. Mr. Stroh stated that <br />in going back to the original list in the first place, how many people, <br />for whatever purpose, felt the interview process was improper? Ms. <br />Bahas stated there was about five of them. Mr. Stroh asked if the <br />interview had been conducted differently would we still have a list? <br />Ms. Bahas answered that the commission needs to understand that some of <br />
