Page #2
Civil Service Commission - Minutes 6/9/87
of those people were told that there was no raises for five years. If
they are starting at $9500 and did not get a raise and could not get an
increment on a yearly basis...
Commissioners reviewed the current ranked candidates and requested the
secretary forward them a civil service form questioning their desire to
remain on the active civil service certified list,
Mr. Wendt questioned: "what happened to to those people who refused
interviews, or went for interviews, but were rejected, are they still on
the list? If there were ten people on the list, she interviewed all
ten.. those people are still on the list. They can't be taken off the
list. They can't be taken off the list 'cause they have to have three
cracks at it". Ms. Bahas: "our rules are two cracks". Mr. Wendt:
"alright two cracks, but they haven't had two cracks. Mr. Wendt: "are
you saying that seven of them said because of that interview or because
of the way it was conducted, they wish to withdraw from the list?
Ms.Bahas: "what we're looking for are those forms that come back to us
inquiring if they are still interested". Continuing to look over the
files and discussing the forms returned the commission evaluated the
certified candidates on the current list, Mr.. Stroh inquired how many
of the candidates were viable and commented that we have a duty to
present Ms. Jack with three names. On furthering the discussion of the
civil service form Ms. Bahas related that the commission sends out a
form., you are Bing considered for an interview - what are your wishes?
They can say "I want to be passed over at this time - I don't wish to be
interviewed. Mr. Wendt inquired "is that one count again?" Ms. Bahas:
"that one would count against her this time around - they are allowed to
do that once the second time no. However, if they are interviewed twice
and not accepted then they are off the list. "One of the candidates has
informed us that she did not want her first interview to count". Mr.
Wendt: "what happened to Ms. Tylici now, is she still on the list?" Ms.
Bahas: "no, she's off. Once they are hired and then resigned they are
off the list".
The candidates interviewed for the job at the senior center should have
been told of the benefits along with the starting salary. They were
never told and this may have enhanced the position.
The commission decided to send out the form again to the candidates and
await their responses. However, we shall continue to advertise for
testing candidates to establish a list.
On the form sent to the current candidates we shall make a statement
that because of the incomplete information given at the first
interview, the commission has decided not to count the first interview
as their "one" interview. That would be the fair thing to do,
