CIVIL SERVICE MEETING - JULY 23, 1987
The commission members were.introduced to Mr. Ken Thompson, who was
taken off the certified ranked police candidate list for failure to meet
the vision requirement. Our regular meeting will proceed after Mr.
Thompson is heard.
Present at this meeting: Mrs. Bahas, Chairman, Members: Mr. Tom Stroh
and Mr. Bob Wendt, commission secretary, Peg Hill.
Mrs. Bahas: Ken, we understand you are here to petition to be returned
to the list - is that correct?
Mr. Thompson: Yes,in early May I went for a polygraph test to the
police department and the glasses I had on were relatively thick. I
understand that the vision requirement for the department to be 20/40
working together and no one eye less than 20/200,
Mrs. Bahas: Can -I ask you where you got that information?
Mr. Thompson: It was from a Captain . . .
Mrs. Bahas: Captain Sefcek?
Mr. Thompson: Yes, that's the gentlemen.
Mr. Thompson: He looked it up in a book, it was a quote.
Mrs. Bahas: 20/200 individually?
Mr. Thompson: Yes, no one eye could be worse than 20/200.
Mrs. Bahas: O.K. and 20/40 corrected, is that the quote?
Mr. Thompson: At least, both eyes working together.
Mrs. Bahas: Bob (Wendt) is that the statistics that we have?
Bob Wendt: The way this is set up ... the way this eye thing is set up
that is not the interpretation that I have here..
Mrs. Bahas: Did Captain Sefcek give you any written communication?
Mr. Thompson: Everythings fine.
Mrs. Bahas: Everythings fine.
Mr. Wendt: According to this for police officer visual acuity in each
eye, of corrected, to at least 20/30, and correction by contact lenses
is acceptable - that's police officer only, and fireman and police
officer together and this one is visual acuity - and, distance acuity
using both eyes, now, that's the one you would use, is 20/40
uncorrected?Mr. Thompson: Correct,
Mr. Wendt: Visual acuity uncorrected of lens 20/60 in the poorest eye
and 20/40 in the other.
Now, that's distance and this'is visual. There are two measurements
apparently, this j s distance acuity now visual acuity. The visual
acuity, based on that, you don't qualify at this point.
Mr. Wendt: The letter that came in stated that he had had surgery to
correct his near sightedness - the purpose of the surgery based on what
this lady over there that represents Dr. Kamen...
Mr. Thompson: Yes, Dr. Kamen.
Mr. Wendt: Said that the purpose of this surgery was to eliminate all
(continued.)
