OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />CIVIL SERVICE MEETING - FEBRUARY 25, 1988 - 4:30 P.M. - CITY HALL <br />Present: Commission members: Madeline Brookshire, Thomas Stroh and <br />Chairman, Robert Wendt. Peg Hill, Secretary. <br />Guests: Police Chief Thomas ?Marsh, Capt. Dennis Sefcek, Fire <br />Chief John Van Kuren, St. John/West Shore Hospital <br />representatives; Ms. Chris Bules and Dr. George Randt, <br />Flash Fairfield, WESTLIFE reporter. <br />Minutes of the January 28, 1988 meeting approved as submitted. <br />NEW BUSINESS: <br />The business portion of this meeting was set aside to hear the <br />representatives of the hospital discuss the possibility of administering <br />the physical agility testing of candidates for the police and fire <br />departments. Ms. Bules stated that surrounding city districts had <br />expressed a desire to cost factor this test if given by an outside group <br />rather than civil service personnel. Ms. Bules explained that the <br />program would incur initial outlay of monies for the purchase of the <br />necessary testing equipment and their visit to North Olmsted was to <br />determine if North Olmsted would be interested in having the hospital <br />test our candidates. Ms. Bules introduced Dr. Randt, who she stated <br />was very knowledgable about this testing process through the research he <br />had done in the past. The commissioners were presented with a form <br />covering the police physical examination the hospital was prepared to <br />offer., The Fire Department physical test form had not been deveoped at <br />this time. Dr. Randt stated that the State of Michigan successfully <br />adopted this testing process. He proceeded to explain the six (6) <br />events the candidates would be performing along with the scoring system, <br />Dr. Randt further stated the hospital hoped to develop a team personnel <br />at the hospital that would go out to the districts and administer the <br />test. Mr. Wendt questioned Dr. Randt about the use of the hospital <br />facility for giving the examination and it was learned that each <br />district would be using their own areas within the community for <br />administering the test as the hospital did not offer an area for <br />testing. Dr. Randt stated this would be a standardized approach for all <br />communities. Upon questioning by Chief Marsh it was learned that <br />candidates would receive a numerical grade, the raw score being <br />converted to a stanine score. Chief Marsh related he had read somewhere <br />that a strictly pass/fail score could be problematic. The Chief <br />recalled that someone had objected to this type of scoring, took it to <br />court, and this may have to be something to consider for the future. <br />Chief Marsh also stated he was intererested in the validity of the test. <br />Mr. Wendt inquired about possible costs per candidate for hospital <br />testing and Ms. Bules referenced the costs currently are between <br />$25/35.00 per candidate. Mr. Wendt informed the hospital personnel that <br />presently we are using a standardized test mailed to us on request and <br />administered by several of the commissioners, along with some outside <br />people, and scored on a pass/fail basis by the testing company. <br />
