i' <br />CIVIL SERVICE MEETING - Pg. 3 <br />March 24, 1988 <br />However, the other two people would be doing a more responsible job, <br />reconciling balances, payroll, etc. Mr. Boyle contended also that in <br />the changing the title of the job would not alter the individual <br />responsibilities. The present secretary of accounts operations does not <br />have to perform secretarial duties but it is extremely important that <br />she is thoroughly acquainted with bookkeeping in all facets. Also there <br />is not a need for a clerk in his department, the title does not fit the <br />job. Other departments within the -city have bookkeeping positions being <br />assumed under the title of secretary or clerk; Budget & Management, <br />Recreation Department, even perhaps at the Senior Center. Upon <br />questioning by Mr. Wendt, Mr. Boyle stated he was not planning on adding <br />personnel but only endeavoring to change the job titles, he also <br />commented that council did not indicate there would be a problem with <br />his proposal, but he still would have to wait for a decision from <br />council. The Finance Committee would be meeting soon and Mr. Boyle <br />stated he hoped for a decision before June as the secretary in his <br />department would be leaving due to pregnancy. Mr. Boyle related he did <br />not want to replace the secretary with a clerk off the certified civil <br />service list as he desired to strengthen the department with a person <br />with bookkeeping experience, rather than secretarial. However he did <br />realize there were people in the Budget & Management Department who <br />would fit his job description. The commissioners agreed with Mr. Boyle <br />that it would not be in the best interest of the Finance Department <br />generally to place an unqualified person in a bookkeeping position. <br />Mrs. Brookshire stated that indeed if council approved of the job <br />description the commission would plan on a test for Bookkeeper and <br />establish a certified list that could be used for all departments <br />requiring this type of employee. Mr. Boyle brought this before the <br />commission for informational purposes at this time and would be anxious <br />to further the discussion if and when council approves it. Both <br />commissioners felt that the union and city administrators should be kept <br />informed of the proposed change also. The cost of such a test would <br />have to be.incorporated into the civil service budget. Mr. Boyle <br />further stated he did a skeletal of job descriptions and the commission <br />acknowledged the urgency of such a test if there would be a vacancy in <br />June of 1988. The commissioners also stated that personnel management <br />is a major function of any organization and the operation of the city is <br />a big operation to warrant a personnel manager. Mr. Boyle stated that <br />with the number of employees in city government there was a definite <br />need for a person in charge of personnel.
