a <br />CIVIL SERVICE MEEting - 3/24/88 <br />Page #3 <br />at the police department that has to be, but I think where we come into <br />the problem is where we test for some of the other people; such as a <br />clerk for example, and we discussed this issue ourselves, nothing <br />official, but when we test for a clerk, and I know we've gone around <br />with Gareau on this a couple of times because we've had some issues <br />where clerks were designated to be in certain areas and had to be <br />sepcialized and had to have special skills and training and all that <br />kind of stuff and it presented a special test. For example, in your <br />department we have a test, we have no clerks on the list we have, none <br />at all; however we did have a few left in the city then the question <br />came up at our meeting why can't we use the same clerk's list for you? <br />And I don't have an answer to that. Chief Marsh: If I could give you a <br />little background. Wendt: That's what I would like, for you to do so. <br />Marsh: What we ran into in the previous tests before we starting have <br />seperate, and I asked for a seperate test - we could never find one off <br />the general list - they took that test wanting to work for the city or <br />the school board but once we said to them we work shifts, we work <br />weekends, we work holidays they didn't talk to us we could not get <br />anybody to interview off of the general test so what we needed to do is <br />advertise so that people when they take that test they take it with the <br />understanding that we're going to be working the 4 to 12 shift, we're <br />going to be working Saturdays and we may work Sundays, we're going to be <br />working holidays, this is a police department.. then we got at least <br />some people who were interested in working for us. Madeline: Is that <br />the only difference - holiday work, weekends - duties,.Marsh: Well, on <br />the initial offset I'm sure that people on that other list would be <br />qualified to fill our positions - we're not asking for people with <br />skills, we'll teach them those skills, but no, the general test cold <br />have served us fine I'm sure except that they were not willing to work. <br />Madeline: So, what that would mean is if we could find a test and we <br />advertise that it would be for holidays, weekends, shifts, whatever, the <br />only problem would be is that we would get fewer candidates initially. <br />Xarsh: Probably. Wendt: What we're trying to say is I guess is that <br />when you go out on a seperate test you are well aware of that this could <br />range anywhere from $800 to $1000.00 depending on the nature of the <br />situation, so, what we're saying is let's advertise it dually with <br />proper advertising now, it true we possibly would get fewer applicants, <br />maybe not, you never know. Madeline: Maybe that wouldn't be so bad <br />anyway, I mean if they had applied for a position knowing that they <br />might work holidays and shifts, weekends and evenings and then found out <br />they didn't have to that they were going to have 8 to 4:30 hours they <br />might be pleasantly surprised. Marsh: At least some of them that took <br />the test would be willing to work those hours if they're advertised. <br />Madeline: We could say, might have to work, or hours might include <br />weekends , whatever, we don't have to say they're -absolute, but they <br />might include those.
