CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />CIVIL• SERVICE MEETING - MAY 19, 1-176' <br />Present: Commissioners, Robert Wendt, Tom Stroh; Secretary, Peg Hill. <br />NOMBL members of the employees committee: Chairman, Donald <br />Livingston; Tod Dagy; Larry Risko; Jim Bierman; Bob Kessler. <br />Absent: Commissioner Madeline Brookshire. <br />Minutes of the previous meeting approved as submitted. <br />NEW BUSINESS <br />Representatives of the NOMBL appeared before the commission to question <br />the classification of the "service man" or "hostler" as civil service <br />unclassified personnel. Air. Livingston, chairman, stated that these <br />people have training in order to do their jobs, not primarily washing <br />the busses. They are responsible for some minor maintenance on the <br />busses having to drive the busses when there is a breakdown. Their <br />responsibilities are to assist the mechanics. Among their other duties <br />are minor building repairs, changing flat tires, securing the building <br />on Fridays and Saturdays, along with numerous other duties. On that <br />basis the committee feels they should be considered classified rather <br />than unclassified. A copy of the job descriptions was also given to the <br />commission. The verbage "hostler" is a term used by RTA. The committee <br />feels this term should be recognized. To continue, Mr. Livingston <br />stated that the hostler does minor repairs when the mechanic is <br />unavailable. As a group of employees Mr. Dagy commented they go far <br />beyond the laborer classification which he sees as using a broom, <br />shovel, hammer or screwdriver. Their duties - are far beyond that. <br />The job description, as submitted, will speak for itself. Mr. Wendt <br />stated that the commission has been reviewing the civil service payroll <br />list for quite a while as we have had concerns about signing payrolls in <br />justifying the names of those people that are classified employees. We <br />invited all city personnel to a meeting on February 10th and asked the <br />city for job descriptions plus we requested the city tell us who is <br />classified because many of our members are new to the commission and <br />when we present our certified list it needs to be correct. Mr. Stroh <br />checked out the service man question at the bus garage on a Saturday <br />morning work session following the above meeting. Mr. Stroh questioned <br />at that time as to what is a hostler? He was told by the bus personnel <br />that the word "hostler" was the same as "laborer", as opposed to, for <br />instance, a mechanic apprentice, or material handler. Based on what <br />was told to Mr. Stroh the conclusion was that the job was one of laborer <br />and based on this fact, laborers are not covered by civil service. Mr. <br />Stroh continued by saying that if this group wants the title to be <br />changed to "hostler" they either have the wrong job description or are <br />doing to wrong job. Mr. Livingston answered by saying the word <br />"hostler" is looked at one way -by downtown RTA and it is not the same in <br />North Olmsted. <br />(continued on page #2) <br />
