During her time she noted the <br />commission.has gone through much scrutiny to make sure this kind of <br />integrity is intact.- In fact, she continued, the Fire Chief came to the <br />commission with a proposal to review outside. companies but the <br />commission did not feel comfortable with those choices because of the <br />lack of the kind of security and integrity provided by McCann. This <br />commission takes .its duties extremely serious. Mrs. Brookshire <br />commented that people take tests over and over again and questioned -. <br />whether or not a person taking a test previously in another vicinity and <br />then came to North Olmsted that we should not view his test scores as <br />legitimate because he already took a test in another area? Mr. Ruple <br />stated they were not talking entrance level civil service, we're talking <br />promotional and they would not have had a problem with McCanns up to <br />this point either. Mr. Ruple continued that is why when they heard the <br />remarks about repeat questions it concerned us. He stated, obviously it <br />must have had some benefit because the person mentioned it. The fact, <br />that the commissioner checked and found there was twelve questions <br />repeated they still.feel there is a problem. Mr. Ruple furthered by <br />saying they felt.McCanns had an obligation to see that there wasn't <br />repeat questions in the Lieutenant's_test. Sgt. Mason inquired re the <br />Sergeant/Lieutenant test was there any input from the city concerning <br />what areas are tested? Chief Marsh stated there was a number of years <br />ago we supplied McCanns with job descriptions. Sgt: Mason said with the ... <br />material he studies based on national tests and nationally accepted <br />type of knowledge he personally feels this test was inappropriate to -- <br />test for Lieutenant. To Sgt. Mason it was more of an entry level or <br />Sergeants test rather than Lieutenant. Perhaps the commission should <br />look into re-evaluating the job analysis for Lieutenant in the City of <br />North Olmsted as.he felt the material on the test was very inappropriate <br />for what he felt a Lieutenant or a person aspiring to advance in the <br />rank. Mr. Stroh said he wanted to recognize this statement and desired <br />to ask the other two testees what their impression.was, but he wanted to <br />go back to deal with the question of how'North Olmsted could do to <br />improve the test and exactly what you are asking us to do at this point.. <br />Mr. Stroh related there was a nothing the commission could do about the <br />testing process short of writing to McCann and giving them your <br />responses in saying that the test is inappropriate. We go to McCanns <br />because we feel comfortable with them. If you're telling us this is. a <br />worthless test that's another issue. Sgt. Mason replied he felt McCann <br />gives good tests but this particular test, in his personal opinion, .was <br />not what he would consider a good Lieutenants test. Mr. Stroh replied <br />that was fine and he was entitled to his opinion. As to the other <br />things in the letter we clarified your first question re the tie <br />breaker. As to the second question re leaving the room for several <br />minutes unaccompanied, at this point he questioned Mr. Wendt if he was <br />the only one giving the test that night, and Mr. Wendt replied there was <br />only he and three testees. -continued on page 4- <br />
