' 44jf • , <br />CIVIL SERVICE MINUTES - 3/23/89 <br />Page 4 <br />Mr. Stroh continued with the statement that if Mr. Wendt had accompanied <br />the candidate to the restroom he would have been leaving the other two <br />candidates.in the room. Sgt. Mason said the other option would be if <br />one goes everyone goes. However, Mr. Stroh pointed out, the commission r <br />is striving to treat everyone as adults and he presumed if you were <br />going to the restroom you're going to the restroom! Beyond that there <br />is nothing anyone can do, or else, everyone goes to the restroom. Mr. <br />Wendt asked.the group was there some concern that you think the <br />candidate in leaving the room had some answers someplace. Mr. Wendt <br />asked again what was the issue. Sgt. Ruple stated he had taken tests <br />where no one was suppose to leave the room, once you got up and left you <br />turned in your test and I've talked to other officers and they took <br />tests under the same conditions. People did not leave the room once the <br />test was started. If you needed to use the restroom you went before you <br />started the test and when you finished the test you turned it in. But <br />you were not allowed to leave the room and come back to the test. Mr. <br />Stroh related he gave the Sergeants test two years ago and there were <br />quite a few testing and if there was a need to visit the restroom you <br />got up and went. Sgt. Mason replied he was not saying that the <br />candidate cheated but with respect to the questions he felt they had <br />substantiated number one and number three questions. He�still feels <br />that twelve questions is a substantial number and he thinks we should go <br />back to McCanns and put it on them to give us another test, where there <br />is not repeat questions. Sgt. Ruple stated they asked'for.this meeting <br />before we got the results, they did not know what`the results were and <br />that was not their concern. Mr. Wendt injected that he did happen to <br />know that Sgt. O'Toole was the top person. Chief Marsh stated that he <br />was not a party to the complaint and that is not the main reason for him <br />being with us at this meeting, but he did have things he would like to <br />share with the group. Number one is the appropriateness of the <br />questions. One of the ways we can help determine that is when they come <br />back they will give us a breakdown; so many questions patrol, so many <br />questions business; so many questions administration. That breakdown in <br />the past is always, as you go up the ladder in promotional exams, you're <br />going to get heavier in supervision and administration as opposed to <br />investigation and patrol. As to the question of twelve repeat <br />questions, and he stated he has taken more tests that anyone in the room <br />over the years, there has never been a test he has taken where he <br />recognized that amount of questions as having been on a prior test. The <br />questions should be asked is it fair and equitable to have three people <br />take a test having repeat questions from a prior test where only one of <br />the candidates was involved? Chief Marsh continued by stating Mr. Stroh <br />referenced memory you do on these types of questions retain a certain <br />amount of questions asked. The Chief stated that he recognized <br />questions, one or two, over the years, but he has never seen twelve <br />- continued on page 5 - <br />
