CIVIL SERVICE MINUTES -
Page 5
repeat questions, or even close to that, on any of the McCanns test he
took. Mrs. Brookshire stated that she felt we could not make a comment
on this issue until we received the response from McCann. Where we
think this circumstances of repeat questions is unusual, it may be very
common. Sgt. O'Toole when asked to comment explained he originally
said was "he recognized approximately 20 questions from prior exams.
Not from the Sergeants he recently took, just prior exams".
After the test results are received with an explanation from the testing
company there will be a special meeting called and everyone can view the
results.
Sgt. Ruple stated that he and Sgt. Mason wrote the letter knowing that
they could be #1, 2, or 3. It did not make any difference they felt if
either finished first they wanted the commission to be aware of their
concerns without any information being released. Even knowing we were
#1 could affect them. When we walk out.of here today we now know one
of us is #2 and the other #3, and Sgt. O'Toole now knows he's #1. We
wanted to express our concerns prior to the results being made.
_Mr. Wendt stated that they know this because it was given verbally over
the phone to him and it was not in writing to them. Sgt. Ruple said it
was his hope that if there ever would be proceedings like this we would
stili maintain the integrity by not telling who was where until there
was a chance to review the test results. That way, if he (Ruple) had
come in lst I might say "Hey, I don't like this I'm #1 I want to
withdraw whatever I said". Mr. Stroh stated to Mr. Wendt that perhaps
we should have said "one of you three.gentlemen scored #1, one of you
scored #2 and one scored #3. However, your comment is noted and we will
try to comply with that, it's a good point. Chief Marsh stated we could
advise McCann through job descriptions as it's been a number of years
since we sent them one on promotional positions. The Sergeants were
thanked for attending the meeting and exited.
The commission will be addressed by Chief Marsh who came over concerning
the Dispatcher test. He stated they had a dispatcher who planned to
retire from the job in April and there may be a possibility to getting
another full time dispatcher, therefore, we may have to hire two. Chief
hoped that the test would be given.as soon as possible as they have
these vacancies to fill.' Peg Hill informed Chief Marsh that we were
investigating a testing company in Alexandria, Virginia, after checking
around with various suburbs, and we were asking this testing company to
send us a sample test, as well as requesting a sample test from McCann.
Chief also stated he was still evaluating the candidates for the Police
department sent to him by the commission, but he still needed to
interview more candidates.
-continued on page 6-
