_ A
1
CIVIL SERVICE COMMISSION - jUNE 22, 1939
Page #2
could not recall the questions being taken home. Sgt. Ruple stated in
future reviews he felt it would be beneficial for the commission to
advise these officers that they are entitled to bring these home. I
came in and was told "well, if you want .you can go hone' and -get -thele.
A lot of references I picked up at the library and I just can't go to
the library at eight o'clock at night. Something standardized should be
done. We were tiild at the reveiw that with only three questions -being
protested it should be only a matter of a geek, maybe too. Nr. Stroh
stated we did receive from XcCaun the response dated May 10th and we
discussed this at the civil service meeting and the information was
available then. Sgt. Ruple felt it was the obligation of the committee
to show what the response was to the testars. Sgt. Ruple stated they
were told when the results were -in they would be notified. Nr. Stroh
agreed there was a communication problem surrounding this test. Mrs. .
Brookshire stated she would like to say a few words as she also was at
the Nay 22nd meeting.. there was nothing in the response from NeCann to
indicate that any of the questions submitted would change the results,
or have any bearing on the final results of -the test itself. Again, no
one was here that night - no one came and asked questions -.no one
called the secretary and asked if the results were in. The commission
at the meeting went over the questions and felt everything -was alright.
Perhaps we should have contacted you -however meetings are -open, as -you
know you're here tonight, .you could have been herein-Nay-to.inquire if
we had received a response we did not see a -controversy •to -_ the- whole.
matterand therefore we entered thea -into the record as. received.; ---Sgt.
Ruple stated that if it should be up -to -the- officer•:to: inquire then -the
next time a promotional test is given- thirty-three- guys.-ahwld• call
everyday to find out if the results are in. Nr. Stroh answered "no, but
I would .think you could have one guy call and -report- to•the--group".
Mrs. Brookshire related that everything else * mens -to• be-the,•responsi-
bility of the .candidate in the whale procedure of•these Usts. -Almost
everything takes the initiative of the candidate; -to cone --in,. - to file,
to ask.questions, to make sure they meet deadlines. ---.Sgt.- Raple inquired
why were they not told at the review to call- instead- of ..,w$O11- -let you
know?" Mrs. Brookshire stated we were sorry about--this-and-Nr. Stroh
agreed, again, it was a -lack of communication. The test -review
questions were discussed with Sgt. Ruple and--hel was. -asked. if- he -would
like to read the responses from the testing -company concerning -his
questions. Sgt. Ruple acknowledged the fact that .-we- did 1ndeed-have
acommunication problem but it was -his, hope. that -on -future- tests, .,for. the
benefit, of other officers, that perhaps some type of procedure or
guideline would be established so that when a new commission -cams in
they have a guideline to go by whereby if--an-officer has -taken -a test or
two under the previous commission he could expect -the same -procedures
continued an page #3
