CITY OF NORTH OLMSTE® <br />CIVIL SERVICE COMMISSION <br />NORTH OLMSTED, OHIO <br />CIVIL SERVICE MEETING: 1/25!90 Present: Chairman Tom Stroh; Members: <br />Robert Wendt and Henry Robinson, Secretary Peg Bill. <br />Guests: Mayor Ed .Boyle; Police Chief Thomas Marsh; Fire Department <br />Chief John VanIturen, Service Director Ralph Bohlman; Safety Director <br />Ernest Gundy; Personnel Director Ronald- Wilamosky; Councilwoman Pat <br />Bahas; various members of the Police Department; WESTLIFE reporter. <br />Flash Fairfield. <br />Chairman of the commission, Mr. Stroh, welcomed Mr. Robinson to the <br />commission. Mr. Robinson will be sworn in by Mayor Boyle and he will <br />begin a six year term with the commission. <br />The commission, in an effort to move the meeting along and delay the <br />regular business portion until last, agreed to allow the chiefs to make <br />their statements. The fire chief stated he was here to attend the <br />meeting and did not have an item for the agenda. Police Chief Marsh <br />stated that he did tender his letter of retirement and would like to see <br />the promotional examination for Police Chief offered to the two (2) <br />qualifiying Captains before February 24, 1990 as Captain Sefcek would be <br />leaving on vacation starting on that date. The Chief was informed that <br />per the mentioned letter the commisson had contacted the testing company <br />and requested they prepare this, examination and make sure at the same <br />time there was no duplicate questions asked on this test that were shown <br />on the recently administered Captain's -test as the one candidate for <br />testing had recently passed the Captain's test. Also to forward any <br />reference material to cover this type of test, if available. Both <br />candidates expressed the desire to take the test before the 24th and <br />waived the usual study material forwarded by the testing company. <br />NEW BUSINESS: <br />Mr. Stroh addressed the letter from Mayor Boyle dated January 4, 1990 <br />which was in response to the letter sent to Chief Marsh. Xr. Stroh <br />explained the entry level police candidate examination rendered about <br />fifty (50) candidates passing this written examination. We invited the <br />top twenty-five (25) candidates to a physical examination and these <br />people established the certified, ranked, list of candidates. Mr. Stroh <br />explained how the process of names submitted for interview purposes <br />proceeded according to Civil Service Rules & Regulations, O.R.C. & Ohio <br />Administrative Code. When there is a vacancy in the department, or any <br />department, civil service forwards to the appointing authority three (3) <br />names for consideration. Further discussion ensued regarding the <br />procedure for more than one opening and the number of candidate names <br />allowed to be forwarded to the person interviewing. <br />Mrs. Bahas injected her thinking on the interview process stating the <br />procedures used during her tenure on the commission. <br />(see page #2) <br />
