CIVIL SERVICE MEETING - 1/25/90 <br />Page #2 <br />At the present time there are four (4) vacancies in the department. <br />Mr. Wendt stated that the commission has been dealing with only one <br />vacancy for quite a while, but Chief Marsh stated to his knowledge there <br />were additional vacancies in the fall. <br />Mayor Boyle added to the discussion relating that realizing there are <br />three (3) openings presently and with the Chief's resignation creating <br />four (4), but for the future we have legislation going through the Law <br />Department presently to add three (3) more policemen. It is well for <br />civil service to recognize this fact for budget purposes that these <br />additions are in the planning stage and, in addition to this, we may <br />have a disability retirement which will the fourth on top of the four we <br />already have. So, this will prompt the police test being given. These <br />additions are not approved presently, but perhaps will be approved and <br />the hiring process will begin this year. At any rate the commission <br />should be made aware of this. <br />Further discussion continued and Mayor Boyle stated he had a problem <br />with the word "consideration" in respect to the interview of candidates. <br />Captain Sefcek related that when he was working under Mayor Swetynowski <br />the detectives, which included him at that time, were given a list of <br />eighteen (18) names to do background checks on. Mr. Stroh thanked those <br />present for their suggestions and his next step would be to contact the <br />Law Director to see if he will approve this proposal (that they are not <br />under "consideration" until they have gone through the background <br />check). Chief Marsh felt we should arrange a meeting with the Law <br />Director for this discussion and get some answers person-to-person to <br />avoid additional delays. Mayor Boyle stated, as he sees it we forward <br />to the Law Director the questions we have and ask for a meeting <br />surrounding these questions, or subjects. This meeting would be <br />attended by the Mayor, Police and Fire Chiefs, Mr. Wilamosky, Xr. Gundy, <br />and a Commission member. <br />Mayor Boyle further addressed the commission with the fact that the <br />administration has forwarded to council, and it has passed, new <br />legislation creating four new dispatcher positions and an additioonal <br />fire fighter position. Chief VanKuren stated, after questioning, he <br />will then have two vacancies to fill. Chief Van Kuren further stated he <br />was having a problem Filling the original vacancy as by the time he <br />contacts the candidate, or receives his Letter of Intent, the candidate <br />is no longer interested and/or has accepted a position elsewhere. The <br />secretary related that civil service had, on behalf of the fire chief, <br />sent Letters of Intent to the next six candidates on the certified list <br />and all responded positive. <br />(see page #3) <br />
