CIVIL SERVICE MEETING - 1/25/90
Page #3
Mr. Stroh stated that with the additional opening in the fire
department, and using the same formula for forwarding names of
candidates, the commission would send the chief four names.
The subject of police and fire dispatchers was discussed and a test will
be administered in the near future. There are about eight persons still
on the certified list and they still have to be interviewed. The test
given will generally be for a dispatcher that will service both the
police and fire departments. Commissioners agreed that candidate
dispatchers should be interviewed by the Safety Director.
Discussion now centered on the advisability of administering a
secretarial test for the city. The Mayor felt that a test should be
considered when, and if, there was an opening. If given now, perhaps by
the time an opening occurred the list would be stale. The secretary
felt she needed to know whether or not a test would be given in the
future. Presently we are working only with a clerk's list.
Commissioners and administration were in agreement that a secretarial
test and a clerk test were in order for the future, if openings occur.
Continuing with Commission correspondence - letter sent to Commission
by Mayor Boyle dated January 22, 1990 inquiring where the city should
advertise for new positions or new hires was brought forth. Mayor Boyle
stated that he would like this item shelved as there is a further
question on this issue and hopefully it will be settled.
Correspondence received from Mayor Boyle stating that civil service can
forward its requisitions to the Finance Department and they do not have
to pass the Mayor's desk for co -signature. He felt that the commission
should "police" its own expenditures and authorize someone to sign the
requisitions staying within, if at all possible, its designatged budget.
The date for the entry level police test was up for discussion and the
date of March 22, 1990 was agreed upon. The Chief suggested some of
the advertising for this test be placed in bulletins in the various
colleges and universities. This may attract some candidates studying
law enforcement presently. Mr. Stroh stated the Commission received a
list from Madeline Brookshire showing the various colleges and
universities that could be polled. Mr. Robinson will contact the CALL &
POST newspaper and get the commission an estimate for a classified ad
and he was given a copy of the classified ad covering the last police
test.
(see page #4)
