CITY OF NORTH OLMSTED
CIVIL SERVICE COMMISSION
NORTH OLMSTED, OHIO
CIVIL SERVICE MEETING - FEBRUARY 22, 1990
Present: Tom Stroh, Chairman, Commissioners: Bob Wendt and Henry
Robinson. Secretary, Peg Hill.
Guests: Fire Chief Van Kuren, Mr. Ralph Bohlmann, Service Director and
Mr. Ron Wilamosky, Personnel
Minutes of the previous meeting approved as read.
OLD BUSINESS:
Review of Police Sergeant Promotion test was discussed. Tom Stroh will
administer this review. All of the necessary forms were sent to the
commission by the testing company to accommodate this review. Bob Wendt
explained to Tom Stroh the format he followed on the review he conducted
previously, Bob Wendt explained that he gave the officers their answer
sheets (they have a copy of the test in front of them) the reviewer has
a copy of the test with the correct answers. You first read the
question and then proceded to read the correct answer. The officer has
a form sent to us by the testing company and, if they have an objection
to the question, or answer, they write that down and their reason for
this objection. This form is then submitted to the testing company.
Bob Wendt further questioned the secretary if she had notified the
candidates that they were entitled to a review of the test if they so
desired. The secretrary informed him that all candidates were informed
by letter and only two requested the review. Mr. Wendt further stated
he read the questions and answers up to the particular one that the
candidate questioned, and at that point the questioning candidate wrote
up his analysis,
Mr. Stroh questioned Henry Robinson if the time and place set up for
this review was satisfactory. Mr. Robinson stated it was and that he
would like to be notified of these happenings a little ahead of time as
he can make arrangements to attend.
POLICE CHIEF TEST:
The testing material covering this test was returned to the testing
company with a cover letter requesting they return the results of the
test as soon as possible as Chief Marsh is leaving this post in April
and would like some time to spend with the new Chief.
LAW DIRECTOR:
A letter was sent to Law Director Gareau asking for his thinking on the
submission of names of certified candidates being forwarded to the
appointing authority. To this date an answer has not been received.
Henry Robinson will contact the Law Director and request that he
communicate with the commission before the next meeting,
(see page #2)
