`C cx-r-,
CITY OF NORTH OLMSTE®
CIVIL SERVICE COMMISSION
NORTH OLNISTED, OHIO
.
CIVIL SERVICE MEETING - MARCH 29, 1990
PRESENT: Tom Stroh, Chairman
Henry Robinson, Bob Wendt, Commissioners
Tracy Ice, Secretary
GUEST: Chief Sefcek, Police Department
Minutes of the previous meeting approved as read.
OLD BUSINESS:
Chief Sefcek advised us that he felt no allowance should be given to protest
Question 30, Section I for Sergeant's examination.
Secretary Peg Hill had called the Police Chief prior to this meeting and
had advise him verbally that McCann Associates also felt that.no allowance
should be given for the above protest.
Chief Sefcek had mentioned that when sending correspondence regarding the
promotional list - the civil service secretary should record the expiration
date of the test on the letter. (THE EXPIRATION DATE OF EACH TEST IS TWO
YEARS FROM THE DATE OF THE LAST TEST.)
Chief Sefcek said that all the patrolman on the current list have been
used.
Chief Sefcek discussed the problem of having a police officer candidate
pass the examination and investigation. This candidate was selected
to become a police officer for North Olmsted and wanted us to pay
for his contract fee.. (This is when a police officer is selected
he goes through training which costs the city around $1,800. This person
then has a contract with that city that he/she will stay in that city
as a police officer for a certain amount of time.) If that person chooses
to leave before his/her contract expires, then that person must pay
this contract fee. The Police Chief said that we would not pay for
his/her contract fee for another city. This candidate then wanted us to
delay hiiis/her appointment until sometime in May because in May this
person could by-pass the contract fee and would not have to pay anything.
At that time, the candidate was told that he/she must come on now or
decline. This person declined and we lost around $600 for the testing
and investigation.
T. Stroh requesteda letter be sent to Chief Sefcek urging him to revise
their guidelines to avoid future situations like the above from happening
again.
