•J. "1
CITY OF NORTH OLMSTE®
CIVIL SERVICE COMMISSION
NORTH OLMSTE®, OHIO
.MMOGM
CIVIL SERVICE MEETING: September 27, 1990
PRESENT: Commissioners Robert Wendt, Henry Robinson, Alan Kovelan
Secretary Tracy Ice
GUESTS: Fire Chief Van Kuren, Police Chief Sefcek, Capt. Metzger,
Bay Village Police Chief Gareau, Cleveland Fire Chief Lee,
Mrs. Lee, Personnel Director Ron Wilamosky -
MINUTES OF THE PREVIOUS MEETING APPROVED AS READ.
OLD BUSINESS
The Secretarial II typing test was given on September 25, 1990 at Westlake High
School. The results went out on October 4, 1990 and Mr. Kline of Personnel was
sent the top three candidates who should be considered for this position on
October 4, 1990 also.
The Fire Lieutenant's test will be given on October 3, 1990 at North Olmsted
Senior Center.
NEW BUSINESS
Police Chief Sefcek would like the Civil Service Commssi:on to look at the
possibility of using different testing companies for promotional examinations.
The Westlake,Police Department gave Chief Sefcek a list of different testing
companies to look into -- Tracy Ice will be contacting th.ese testing companies
and request that information be sent regarding promotional examinations. Chief
Sefcek feels that McCann has lost their creditability and that it is "time to
make a change".
Police Chief Gareau of Bay Village also attended our meeting and spoke on
procedures of the IACP Testing Company. Chief Gareau hasused IACP's written
promotional examination in the past. He has been an assessor of the Metro Parks
for rank of Lieutenant and Capt.
Chief Gareau went to a 3 day training period geared towards the type of test
that would be given - he was not paid for th.i:s trai'ni'ng.
..Chief Gareau said that the candidates have 20 minutes. to review 4 problems,
the supervisor then interviews. Th.e assessor writes down everything that is done.
the material is the same as what would be asked on the written test but the
candidate is under more pressure to answer correctly (there is no multiply choice
question/guessing). Bay Village has used Case and"McCann's tests in the past but
with 65 police departments in th.l`s county if you take 3 promotional tests you will
usually run into questions- that have been asked before. By using L'ACP exams.
this does not happen.
