CIVIL SERVICE MEETING
Page 2
To pick which questions to be. gi_ven_to th.e candidates the. procedure i;s. that
the North Olmsted Police Chief has to fill out i:nformat on-,on what their city
uses (horses, motorcyles) etc. and our ch. of gets: to choose how -much. we.i.gh.t the
written and oral exams. should be.,'given.
There is one assessor for every applicant to every excersize. Intervi:ewi.ng
is done one on one plus the assessor grades each applicant. At the end of the
interviewing a census Is done and the group of seven assessors need to come to an
agreement on each. person for a. score, In the past this has not been a problem
if an applicant did poorly on one area usually all the assessors picked up on it
and graded accordingly.
The assessors are choesen as follows.. -each. assessor is. given a. list of applicants
wh.o will be taking the test. Tf the ass-essor knows- any of the applicants, then
they are not allowed to do that test.
Chief Garea.0 feels, that his testing procedure is a showme what you can do test.
He is not sure of the fee so we will look into it. He also feel's that the people
who come out on top with this procedure are working out really well and highly
recommends this type of testing to be done.
Chief Sefcek, iat this time, requested that a Lieutenant Promotional Test be given
ASAP. There are 3 candidates that are eligible for this position and h.e will
send Tracy Ice those names next week..
Fire Chief Van Kuren agrees that we should look into different testing companies
for promotional positions.
Fire Chief Lee of Cleveland - Ohio Fire Association was also present at our meeting.
This past year he said that they -have given .19 examinations: He recommends this
for all ranks except for entrance level. You can put whatever percentage on the
written/oral as the chief and commissioners want. Three Fire Chiefs are used,
and two chiefs that have comparable size departments from other departments around
this area. Chief Lee feel that 6.10 candidates are a good number to test.
Each candidate is given 2 hours to be interviewed.
The Ohio Fire Association has a list of 200 questions to choose from. These
questions are made up from other fire chiefs. Then th-e chiefs pick_ 8 questions
a piece, to use for their interviewing. (_North Olmsted's Ch.ief decides which
books to base the test on and th.e Ohio Fire Association then bases their questions
to those areas. This also allows the candidates to know which books they should
study from.)
Each candidate gets 2.)grades from the assessor entire interview, appearance,
maturity, comprehensive etc.
Education - relevants of degree to position, training they have attended - have
they gone to any training on their own? etc.
Knowledge of position - would you want this person to work for you?
The above three questions are weighted differently. Each chief gives their grade.
