CIVIL SERVICE MEETING <br />OCTOBER 24, 1991 <br />PAGE 2 <br />them receive an increase in pay and it will also save the City money <br />in testing. We will not run a Clerk's test at this time. One, there <br />are no openings so there is no need to run the test. Two, when we <br />do decide to upgrade this to a Secretarial B status it's going to <br />take Union approval to do so. The Union's contract, I believe, is <br />not up until sometime next year (the AFSCME is the name of the <br />union). So until that time, the Commission has decided to do, if in <br />fact an employee goes on as part-time in a clerks position, is to <br />send out a letter to each department and Department Head that in <br />affect the day that the clerk becomes a full-time employee for the <br />City of North Olmsted that they will be subject to an examination <br />and we will set up a Clerks Exam. at that time before 90 days <br />because according to our guidelines they are entitled to take a test <br />and pass it to retain their job before 90 days. The problem in the <br />past here was that we had 2 people retain full-time status and they <br />were on board over a year and became a member of the Union and they <br />are no longer subject to the civil service guidelines. If we were <br />remiss on not testing them, the truth of the matter is, they still <br />retain status and they are Union represented and we are no longer <br />authorized to test them. We are not responsible for them nor are we <br />legally entitled to test these people. I assure you that we are <br />going to watch this very closely. We will return the Clerk Study <br />Guides back to McCann Associates since there is no need for them at <br />this time. <br />Status of the Correction Officer Test and when should a test be <br />given? Henry Robinson said that the Commission has received <br />information on the Correction Officer Test and we will look this <br />over and will also give it to the Police Chief and see how it looks <br />to him. We will then schedule a date to give this test. Al Kovelan <br />said that the test will be scheduled more than likely in December or <br />January. <br />Henry Robinson discussed about the candidate who took the polygraph <br />test that had supposedly been trying to control his breathing. The <br />Commission received a copy from the officer who gave they polygraph <br />to explain in more detail (he did not send the test results) <br />he did send his qualifications which are impressive. Therefore, the <br />Commission approved this information. Al Kovelan advised Chief <br />Osterhouse that since the Chief would have to work with this <br />individual and your people and the City of North Olmsted would have <br />to deal with this individual that the Commission will leave it in <br />your hands. Al said that that polygraph test is enough evidence for <br />Commission. <br />
