CIVIL SERVICE MEETING <br />OCTOBER 24, 1991 <br />PAGE 3 <br />Chief Osterhouse said that the officer who gave the polygraph test <br />stated that he would be willing to come before the Commission, if <br />necessary to so. Henry and Al do not feel that this officer would <br />need to come before the commission because his letter was so <br />informative. <br />Henry Robinson said that Mr. Huggins has spoke with the Commission <br />with trying to help recruit minorities in taking the Police and <br />Fire Exams. and we will be working with Mr. Huggins along with the <br />Safety Director. <br />Mr. Gundy could not attend this meeting so we will wait and speak to <br />him on the opening of a Building Inspector's full-time position and <br />what type of test civil service needs to give. A "what you know <br />test" will probably be given. We will also need to decide what kind <br />of Civil Service involvement will be needed in the test which we <br />will discuss at another meeting. Henry said that this test will be <br />mostly oral. <br />Henry Robinson advised everyone that the Commission will have a <br />Special Meeting on October 29, 1991 at 5:30 pm in the Old Town Hall <br />to discuss the upgrading of the Rules and Regulations Handbook. Al <br />Kovelan said that there has been a lot of changes over the years <br />that have never been officially put into the book. We have fallen <br />behind on that unfortunately. <br />NEW BUSINESS <br />Al Kovelan advised everyone that as you all know our Chairman <br />resigned and I will not make any statement on that other than to say <br />that although the Rules and Regulations of our Commission requires <br />only two people to perform any business, we recommend that the <br />City Administration find us a third commissioner, as soon as <br />possible, he or she I believe is to be a Republican. Also, due to <br />the resignation of Mr. Wendt, the Co -Chairman of this Commission was <br />Henry Robinson and therefore, he will become acting Chairman of this <br />commission until such time a third commissioner is put on and then <br />we will vote for Chairman. <br />Al Kovelan and Henry Robinson looked over some letters from the <br />Police Chief regarding candidates who did not pass the City's <br />Background Investigation or Vision requirements and the Commission <br />agreement with the Chief and recommends that these four (4) <br />candidates be removed from Civil Service Certified List. Tracy Ice <br />will notify them by mail as too their removal. <br />
