CIVIL SERVICE MINUTES <br />OCTOBER 24, 1991 <br />PAGE 4 <br />NEW BUSINESS <br />Tom Fattlar, Parks and Recreation Director, relative to the first <br />issue discussed today. A number of employees at the Parks and <br />Recreation Department has received notification that they were being <br />removed from the Civil Service List. These individuals are not <br />Bargaining Unit people and they have concerns relative to that <br />information and what will occur after you receive a list from Mr. <br />Wilamosky. I would request that information be sent to them after <br />the conclusion so that they know their true status. Al Kovelan said <br />that the commission will definitely notify them - that this is <br />common practice for us to do that. Tom said that they have received <br />written notification of something and I wanted to make sure that <br />this did not remain standing if indeed the issue is going to <br />continue. <br />Ron Wilamosky, Personnel Director, would like to explain in the area <br />of part-time or summer help. In an article from the Westlife's <br />latest edition it was suggest very strongly that by hiring and <br />putting an employee such as this into a clerical position that it <br />interferes and is contrary to become equal employment opportunity <br />laws and that troubles me because this is the only administration in <br />the history of this city that has gone on record that we have <br />actually advertised and sought equal employment opportunities for <br />all persons of all races and all colors as for positions as low as <br />non skilled Class C Labors because our position as the <br />administration is that we want to hire the best qualified people. <br />Our position is not to hire friends and relatives. In the history <br />of this City it may very well dictate that but I think that this <br />administration dictates that we are concerned with offering the <br />equal employment opportunity to the best qualified individuals as <br />well as Class C Labors which is the basic entire unskilled position. <br />I want to at least get that on record. <br />The other comment that I (Ron Wilamosky) want to make is that deals <br />with the Clerk. We talked about hiring a part-time clerk. In that <br />particular case that individual was a summer help student she had to <br />compete in our view as a number of other candidates (including a <br />number of minority candidates). She was just not placed into that <br />position because she was here as summer help. She was placed in <br />that position because of her job performance, her ability to do what <br />is necessary to be done and a grievance was filed against this <br />administration by the Union relative to that because our position <br />was that we were not going to just slide someone into that <br />position if one they were not qualified and two that we did not have <br />an opportunity to offer this position to minorities. In our <br />position right now, is that we are going to offer and make available <br />equal employment opportunities for everyone. That young woman who <br />
