CIVIL SERVICE MEETING MINUTES <br />OCTOBER 22, 1992 <br />PAGE 2 <br />OLD BUSINESS <br />Mr. Marks said that he would like to talk to Janet and see what her <br />qualifications really are. <br />Mr. Hines advised Tracy Ice to contact Janet and invite her to our <br />next meeting (the Commissioners would like to speak with her). If she <br />does not attend our next meeting, then her name will be removed from <br />our list. <br />The Civil Service Commission would like to add a page to our <br />application package for EEO purposes. At our meeting Chief Sefcek, <br />Chief Osterhouse, Mr. Gundy, J. Hines and G. Marks all approved this <br />page to be added to the package. The Mayor will be sent a copy and <br />the Commission will await his approval/disapproval. This form does <br />not have any bearing on the test results and it is voluntary. <br />At this time no secretarial test is scheduled for the City. <br />NEW BUSINESS <br />Chief Sefcek feels strongly that we shouldgive oral/written exams. <br />for promotional vacancies in his department. We haven't had the <br />opportunity to go this route in the past. The Chief would like to use <br />the Ohio Assoc. of the Chief of Police for his promotional test. <br />For the Sergeant's test we could have around 40 people taking this <br />test. For promotionals we should give the written part of the test and <br />then take the top so many people who passed the test and give an oral <br />exam. When you get to the higher ranked positions, you can give <br />different percentages for the oral and written portions. <br />The Fire Department, when giving the lieutenant test, was given <br />a written McCann's test and then no oral exam. was given. <br />The Commission would like to invite 3 (three) other testing companies <br />to our next meeting who give oral/written testing for promotional <br />examinations. Tracy will notify the testing companies and invite:- <br />them to our meeting. We will have 3 promotional exams. needed for the <br />Police Department and we would like to begin the testing procedures as <br />soon as possible. <br />Chief Osterhouse felt that the Commission should look into whether we <br />should use St. John and West Shore's Physical Agility testing site for <br />Fire entire level exams. Tracy will look into the cost and procedures <br />by talking to Westlake's Civil Service which has used them in the past <br />and St. John West Shore Hospital. <br />
