CIVIL SERVICE MEETING MINUTES <br />OCTOBER 22, 1992 <br />PAGE 3 <br />NEW BUSINESS <br />Chief Osterhouse also mentioned that our vision standards may be too <br />tough. At times, we remove a candidate from out list who do not meet <br />our vision standards and then this candidate gets picked up by another <br />Fire Department in our area. Mr. Hines asked that the Chief contact <br />other surrounding cities and see what their vision standards are. <br />Then we will look into changing our standards if we feel it is <br />necessary. <br />The Police Chief suggested that he thought the Commission should <br />consider if we really need to give an agility test to Police <br />candidates since they will be going to the academy and have to pass <br />their physical portion of their program. <br />Civil Service has found out that people are being hired in the City <br />without being given a Civil Service Test. <br />Mr. Gundy said that in 1990 Civil Service received a letter advising <br />them to do away with giving tests because of lack of funds. Mr. Gundy <br />said that people had been hired from an application list and not the <br />certified list. Mr. Gundy feels that testing is important and that is <br />why he had a Building Inspector and Property Maintenance test be given <br />when the vacancies occurred. <br />Mr. Gundy said that when Mr. Hootman was hired he was hired while he <br />was on vacation and that he was hired on an interim basis. He <br />serviced 90 days and then joined the union. The union has nothing to <br />do with hiring practices. Then Mr. Gundy -asked that Civil Service <br />establish some guidelines and send'to supervisors our new hiring <br />practices which should be followed. The Police and Fire Departments <br />follow the guidelines --- why_ can everyone else hire as they do. Mr. <br />Gundy also said that we hire summer help who are part time. Why not <br />hire these other positions as part time until a test can be given. Mr. <br />Gundy also mentioned that the Mayor agrees with having to have some <br />kind of new guidelines for hiring. (JIM HINES WILL SPEAK TO MR. <br />WILAMOSKY ON SETTING UP SOME GUIDELINES WHICH WILL NEED TO BE <br />FOLLOWED). <br />
