CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />5200 Dover Center Road • North Olmsted, Ohio 44070 <br />Phone: 777-8000 Ext. 232 <br />Fax: 777-5889 <br />CIVIL SERVICE MEETING MINUTES: November 19, 1992 <br />PRESENT: Chairman Jim Hines, Commissioner Glenn Marks, <br />Secretary Tracy Ice <br />GUESTS: Mr. Gundy, Police,Sefcek, Chief Osterhouse, <br />0 A C P - Wayne Baumgart, Clancy & Associates - Mr. Clancy <br />& Chris McGee, Ramsey & Associates - Patricia Ramsey, Ron <br />Wilamosky <br />MINUTES OF PREVIOUS MEETING APPROVED AS READ. <br />OLD BUSINESS <br />At our last meeting the Commission asked Tracy Ice to invite 3 testing <br />companies to this meeting to discuss promotional examinations for the <br />Police Department The Commission is looking at a written/oral type of <br />test. The following is what the 3 testing companies had to say: <br />0 A C P - Representative Wayne Baumgart - Police Chief in Euclid. <br />0 A C P saw the need to give a written/oral type of assessment for <br />promotional testing. <br />The Chiefs who give the test do not know the candidates taking the <br />test. 0 A C P then sends out a lead consultant to come out and find <br />our needs for our city. This consultant talks to the Chief etc. and <br />puts and information package together. This Consultant then discusses <br />what he has found with a few other consultants and puts an information <br />package together. <br />There are 5 different parts of the test which they give (usually 2 or <br />3 portions of the test is given) they are: 1) In -basket, 2) Written <br />Problem Solving 3) Leaderless Group 4) Structured Oral 5) Subordinate <br />Counseling Simulation. By giving this type of a test this helps the <br />candidates improve in their areas. <br />0 A C P -has had great success in the past with this type of test. <br />They are very flexible and work well with other cities. <br />Clancy & Associates - Mr. Clancy & Chris McGee <br />They have worked with Case Western Reserve for 27 years. Case's <br />Criminal Justice closed on July 1, 1992. Clancy took their testing <br />portion of the company over and put the examination together. <br />
