CIVIL SERVICE MEETING MINUTES <br />NOVEMBER 19, 1992 <br />PAGE 2 <br />OLD BUSINESS <br />Chris McGee .has been the Assistant to the University full time since <br />1973. She administers the examination and is the contact person for <br />civil service testing. <br />Their test is geared towards our City. They brought sample tests for <br />the Commission to review - which they did. The Sergeants test <br />introduces the candidates into supervision. The other positions lean <br />towards management and supervision. The Commission can then <br />add/delete portions of the test. The Sergeants written test takes 2 <br />1/2 to 3 hours to take. Clancy can give the written test for larger <br />groups. Mr. Clancy recommends that we use the assessment process for <br />Sergeants because once you get a person into the system it is hard to <br />remove them, therefore they should be tested thoroughly. <br />Ramsey & Associates - Patricia Ramsey <br />Ms. Ramsey said that she feels that each of these companies do about <br />the same thing and that she agrees with them. Ms. Ramsey says their <br />test is valid. _The content of the test matches the content of the <br />city. They take from our Rules and Regulations, our procedures, <br />training materials etc. to put a test together. Ramsey feels that 3 <br />exercises out of their four parts should be given. They are 1) Video <br />Supervisory (gives a situation and we can see how the candidates react <br />to the situation. Everything is taped so that there are no questions <br />and this is used when there are a lot of candidates taking the test) <br />2) In -Basket 3) Oral Presentation 4) Group Discussion. They have <br />given a promotional test to Lakewood and Westlake. They have written <br />multiply choice questions.and they have a protest period. Ms. Ramsey <br />handed out her handouts. <br />Chief Sefcek felt that by just giving the written portion of the test <br />is no longer sufficient. Chief Sefcek also feels that the Sergeant's <br />portion of the written test should be weighted 80%. More weight on <br />the oral portion should be given on the higher ranked positions. <br />The Chief would like to have the Sergeant's test to be given in <br />January. The Commission sees no problem with this. <br />Jim Hines and Glenn Marks decided that 0 A C P would give all the oral <br />tests for police promotionals and Clancy & Associates will give only <br />the written test for the Sergeant's. All three testing company's fee <br />is about the same so the cost difference isn't a factor. <br />
