-,J <br />CIVIL SERVICE MEETING MINUTES <br />NOVEMBER 19, 1992 <br />PAGE 3 <br />OLD BUSINESS <br />Chief Osterho.use felt that we should rule out McCann for the Fire <br />Departments promotional testing. The Chief said the the Ohio Fire <br />Association test worked well but that he would like to have some <br />information from Clancy on references and study material. Chris McGee <br />will send out a package -to Tracy Ice to distribute. <br />Hiring practices for the city of North Olmsted. Ron Wilamosky said <br />that he is preparing a summary of all the job descriptions. He said <br />80% is done and he will then give the list to civil service. The <br />Commission will have the list within the next two months. This list <br />will consist of skilled and semi -skilled (treatment plant, equipment <br />operators etc.) The Commission needs to decide which positions we will <br />test for in the future. <br />Should Janet Kemerling -be removed from our Property Maintenance list <br />due to lack of experience? Mr. Gundy spoke to Janet and found out <br />that she is self educated, has a bachelor & masters degree oriented <br />towards science. She also took a welding class. Mr. Gundy also feels <br />that she is highly qualified for this position. The Commission then <br />decided to leave her name our our Certified List. A letter will go <br />out to Janet telling her that she will stay on the list and a copy <br />will be forwarded to Mr. Conway. <br />Should the EEO Form be attached to the application package? After <br />further review of the voluntary data sheet a few changes were made and <br />the sheet has been approved and is ready to be added to our entry <br />level application package. <br />Ron Wilamosky said that there is a 90 day probation period before this <br />person can get union coverage. He also feels that the <br />Hootman/Varanese situations are the same. How can you do for one and <br />not the other? <br />Mr. Gundy says that there is no comparison between the two cases <br />M. Varanese was a clerk part time for 4 years so with the amount of <br />time she had in part time equaled enough time to be grand fathered in. <br />At that time, the Mayor granted her full time, which put her beyond <br />civil service obligations. Since she had 2 years of service, there <br />was no need to.take a test. Mr. Gundy also said. . . did the mayor <br />have the right to make this decision??? Mr. Gundy felt he did. <br />Mr. Gundy also said that Mr. Hootman signeda letter stating that he <br />knows he would have to take a test. <br />
