CIVIL SERVICE MEETING MINUTES <br />NOVEMBER 19, 1992 <br />PAGE 4 <br />OLD BUSINESS <br />Jim Hines said that he feels that we should have just given the test <br />to M. Varanese (back then) to correct this problem. At this point we <br />are too late to give a test to M. Varanese and to have her pass it. <br />Jim and Glenn want to straighten out this Commission. Jim says that <br />this commission is willing to do it by the book. <br />Chief Osterhouse mentioned that M. Varanese was never asked to take <br />the test. He also can't believe that a Chief's secretary should be <br />covered under a different union. The Chief says that she's an <br />excellent secretary. If she would have been given the test she would <br />have passed it and then there would have been problem. <br />Jim Hines says that Marella did everything she was asked to do and <br />everything she was told to do. Then you have another person who is <br />backing out of what he agreed to do --- this is not a situation with <br />regards to comparing the male/female. <br />That is why Mr. Wilamosky wants to establish which positions need to <br />be tested so that this situation that has happened will not happen <br />again. Ron mentioned that maybe the civil service rules should be <br />changed to read clearer. <br />Chief Sefcek mentioned his concern with giving a Secretarial <br />I & II test for the Police Clerk position. He does not feel this test <br />is suitable since there is not a typing requirement for this position. <br />Ron thinks that this clerical position might be classified as <br />Secretary II. <br />The Commission is looking into having another testing company give the <br />physical agility test for the fire department. We received some <br />information from St.. John & West Shore hospital. Mr. Hines felt that <br />it was very expensive but he was very impressed with the package. Mr. <br />Hines would like to get out of giving the agility test because we are <br />not trained testors. Mr. Hines will speak to the appropriate people <br />to see if we have the funds to use St. John's Agility test. <br />Chief Osterhouse felt that it was expensive too but otherwise looks <br />great. <br />Chief Sefcek says that he feels that we could do away with the agility <br />test for the police department because they have the academy (which is <br />harder to pass than our agility test. Therefore, if a candidate does <br />not pass the academy then they are automatically removed from our <br />certified list) along with a thorough physical examination which they <br />must pass also. <br />
