Smith <br />SUBJECT: Secretary II Position in the Building Department at City Hall <br />1. As you may know, the history of the Civil Service System has its roots in the graft and <br />corruption of the 1880's "Patronage System". Partially in reaction to the graft and corruption of <br />public service and as a consequence of the assassination of President Garfield by a disgruntled <br />office seeker, Congress passed the Civil Service (Pendleton ) Act in 1883. This act was the <br />corner stone of today's Civil Service Commissions. Commissions at the local level are <br />responsible for development and implementation of "blind" recruitment strategies and competitive <br />examinations linked to job performance. (Richard Bingham, et al., Managing Local Government. <br />1991, page 79) <br />2. At the March 20, 1995, Civil Service meeting, I presented a complaint that I had been "Laid <br />Off' from the Police Department from a Secretary II position and not laterally transferred to an <br />open Secretary II position in the Building Department. Please refer to the attached Civil Service <br />Meeting Minutes, dated March 20, 1995, page 3. <br />3. I will now take you through the entire occurrence and back it with documentation. I will <br />explain why I feel that the I should be reinstated from "Lay Off' to the Secretary II position in <br />the Building Department immediately. <br />A. I took a typing test to be considered for employment as a Secretary II with the City of <br />North Olmsted on July 20, 1993. I scored in the low 40's on correct words per minute. I knew <br />the required correct words per minute was 45. Then in October of 1993, I received notice from <br />this commission that the typing portion of the test was "Void", and I would be ranked 9th on the <br />Civil Service List. See letter dated October 21,.1993 attached. <br />B. In December of 1994, I was contacted by the North Olmsted Police Department. They <br />told me about the Secretary II position open in their clerical division and later offered me the job. <br />At this time I was employed full-time at Ohio Health Choice. I was glad that I would get the <br />opportunity to work in my home city. I could leave Ohio Health Choice because the City offered <br />health insurance coverage and I have carried the health care coverage for my family for the past <br />few years. <br />C. On December 29, 1994, I was selected for the Secretary H position in the Police <br />Department. At the time I was ranked first on the Civil Service List. See attached letter dated <br />December 29, 1994 from Chief Sefcek. <br />D. Since I was hired by the City as a Secretary H, I believe I hold a Secretary II <br />Classification. After being "bumped" from the Police Department position, I thought I would be <br />simply moved into the vacant Secretary II position in the building department. I thought since <br />the Building Department and the Police Department are under the Director of Public Safety that <br />this was a routine simple move.
