Kasler, Director of Public Safety, that I was not to be transferred to the Building Department. <br />See attached letter. <br />E. I later spoke with her and she told me that I was not offered the position as Secretary <br />H in the Building Department because I did not type fast enough. I now think that is strange <br />because Director Kasler oversees both the Building Department and Police Department. She <br />could of prevented me from entrance into employment as a Secretary H in January if she wanted <br />to enforce the 45 word per minute standard, instead she waited two months after I was hired <br />legitimately from the "certified Civil Service List". <br />F. The enforcement of the 45 word per minute in the Secretary H position in the <br />Building Department is also questionable. Please refer to the attached copy of page 2 of the <br />December 19, 1994, Civil Service Meeting Minutes. As you can see in the "Minutes", the ability <br />to type was important not the speed. <br />G. As I mentioned previously, I approached your Commission with this complaint on <br />March 20, 1995. As a result of that meeting, a letter was sent to Director Wilamosky and Kasler. <br />The letter stated that the commission found the requirement for a typing test at this time to be <br />"inappropriate". The letter also requested a response by March 25, 1995. Please see attached <br />letter dated March 21, 1995 form Jim Hines to Directors Wilamosky and Kasler. <br />H. The response I received from Director Kasler was a letter stating that I would be given <br />another typing test and "Should you choose not to take the test, or should you fail to type the <br />required words per minute as stipulated by the contract, your name will be removed from the Lay- <br />off list, eliminating your opportunities for any future `recall'." Please see attached letter from <br />Carolyn Kasler dated April 10, 1995. <br />I. On April 12, 1995, I had a phone conversation with Jim Hines. He told me that the <br />Mayor had agreed to bring me back to work today on April 17, 1995. Mr. Hines said that I <br />would not be given any test before next Monday, April 24th. <br />J. On April 13, 1995, I had a phone conversation with Director Kasler. She was surprised <br />that the Mayor had agreed to let me come back. I spoke with her by phone the next day, April <br />14, 1995, and said she had talked with the Mayor and he had decided not to allow me to return <br />April 17, 1995. Director Kasler then told me I would have to come in on Friday, April 21, 1995, <br />to take a typing test. <br />4. I would like to request that the Civil Service Commission return me to active employment as a <br />Secretary H as early as possible. Since I was officially laid -off do to lack of work, and there was <br />no lack of work as a Secretary H position existed in the Building Department, I request that I <br />receive back pay, seniority, vacation and sick time accrued and pay my back premium on my <br />health insurance to March 3, 1995. <br />5. In closing, I feel that you will believe this is a very strong case for your consideration. If the <br />City wants to ensure that all of our Secretary H's can type 45 words a minute, they should not <br />hire them if they can not. I was told by my superiors in the Police Department that my work was <br />excellent and I was never told I typed too slow or that I was inefficient. Waiting two months to <br />test someone and then taking away their health insurance and salary is unfair. I also think it is <br />unfair, inappropriate, and in all probability illegal to hire some one, force them into a lateral <br />transfer in the same job classification, further test them and terminate them because they do not <br />meet the new standard. I do not know if this has ever happened to anyone else in the past, but it <br />should not happen to me or anyone else in the future. <br />ENCLOSURES (7) <br />
