explained the March handbook is very specific about the contents of the firefighter agility test, yet <br />the police officer criteria is not present. One of his recommendations is to remove the specifics of <br />the agility test, as the commission should determine the contents of the agility test at the time it is <br />determined a test will be given. Chief Osterhouse clarified that this does not mean the commission <br />has to determine the specifics of the agility test, as the company the commission chooses to use for <br />the agility testing has their own criteria. The company works to make sure this criteria is validated <br />for each position. Mr. Wilamosky noted some of this criteria important today, may not be as <br />pertinent five years from now due to advances in technology. Safety Director Kasler explained <br />another similar suggestion is to remove the naming of specific doctors from the handbook. Mrs. <br />Kasler hoped to incorporate her suggestions into Director Wilamosky's document. The <br />commissioners agreed not to make any changes to the handbook tonight. <br />B) Report on handbook. At the December 1996 meeting the commission voted that the March <br />edition of the handbook be considered the official handbook and the June edition be considered a <br />suggestions workbook. The March edition of the handbook has been distributed. All directors <br />and department heads have received a copy of the June edition on disk for their review. Please be <br />advised, as of the mailing date, we were still awaiting some suggestions. We have received <br />suggestions from the Law Department and Fire Chief Osterhouse. Please note: Mr. Power also <br />had some suggestions at the October meeting. Hopefully, we will have more suggestions by the <br />meeting date. <br />This was discussed previously, and the commission hoped to discuss the handbook at the next <br />meeting or when all the suggestions are received. <br />C) Mr. Cummings noted the commission received several correspondences including: an e-mail sent <br />to the department heads regarding the rules and regulations handbook; a letter sent to a secretarial <br />candidate advising of removal; a letter to a firefighter candidate advising of removal; a letter to <br />firefighter candidate advising of third pass by and removal; and a letter to a firefighter candidate <br />advising of the second pass by; letter from Chief Osterhouse advising of Mr. Vanes' promotion to <br />lieutenant; and a letter from Chief Osterhouse advising of two new hires within the fire <br />department. <br />V. NEW BUSINESS: <br />A) Due to the Ohio Peace Officer Training Council Certification (O.P.O.T.C.) requirement past <br />procedure may need to be changed for the upcoming police test. In the past the commission <br />placed a limit on the number of applications. If there is not a limit placed on the number of <br />applicants it is difficult to estimate how many study guides will be needed. In response to Director <br />Wilamosky's question, Captain Ruple estimated that there would be at least three openings in the <br />next two years. Safety Director Kasler questioned how long the waiting period is to receive the <br />testing materials. She wondered if there would be time between the deadline for filing applications <br />and the date of the test to mail qualified people a study guide. The secretary explained that the <br />testing company had suggested ordering the testing materials after the number of applicants is <br />established. Commissioner Cummings noted that a date could be established for picking up the <br />applications rather than mailing them out. Mr. Wilamosky believed 100 study guides could be <br />ordered, and, when a definite number of applicants is established, the remainder of the testing <br />materials could be ordered. The secretary advised that the testing company requires that all the <br />materials (this includes. the tests as well as the study guides) must be ordered simultaneously. <br />Captain Ruple agreed to talk to Chief Viola about the possibility of limiting the number of <br />2 <br />
