It was <br />noted that the ad and application packet should indicate that all candidates must be certified as a <br />peace officer by the Ohio Peace Officer's Training Council. <br />E. Cummings made a motion to amend the application packet and ad to state that "All candidates <br />must be currently certified by the Ohio Peace Officer Training Council as a peace officer or <br />currently enrolled in this program with a graduation date no later than 08/01/97." The motion was <br />seconded by L. Zolar and unanimously approved. <br />The members discussed possible dates for the upcoming police test. They decided on April 23, but <br />noted if this date is no longer available April 29 or April 15 are also suitable. Commissioner <br />Benjamin wondered if there was a reason Saturday mornings were not listed. The secretary noted, <br />she did not inquire about mornings. Personnel Director Wilamosky believed the commission <br />should also set up a date and publish the advertisement at least thirty days before the test. He <br />noted, two weeks before the examination, a notice should be posted in conspicuous places <br />throughout the city such as the library and city hall. Mr. Cummings suggested advertising the <br />week of March 15. Mr. Wilamosky explained, Safety Director Kasler, as the appointing authority, <br />can send through information to be included in the notice. Mrs. Kasler was given a copy of the <br />advertisement from the test that was postponed. The appointing authority also must choose if the <br />salary should be included in the advertisement. The secretary noted currently the commission <br />advertises in the Sun Herald, Plain Dealer, Chronicle and Call & Post. Mr. Wilamosky suggested <br />also advertising in the Lorain Journal. Captain Ruple believed the academies should also be <br />notified. It was noted the commission has no residency clause. Mr. Wilamosky advised that the <br />residency requirement was eliminated with the improved transportation such as I-480 and the Ohio <br />Turnpike. He believed it is more important that employees arrive at work on time than that they <br />be residents. Captain Ruple advised, the applications were limited for the last test and were <br />returned to the police station and time stamped and then turned over to the commission. After the <br />police department received 220 applications they were no longer accepted. Captain Ruple <br />believed it may be better to have the applications returned to the police department as they are <br />opened 24 hours a day, 7 days a week. He suggested that we order 20 study guides over the <br />maximum number of applications accepted, because many applicants may not even qualify to take <br />the test. Mr. Wilamosky noted that the envelopes should be saved in case there is a tie score. Fire <br />Chief Osterhouse wondered if the commission could make a decision tonight and place a cap on <br />the number of applicants, that would be subject to the police chief s approval. Chairman <br />Cummings suggested that the maximum number be 150, unless the chief recommends a lower <br />number. <br />The secretary questioned if there should be a deadline for returning the applications. Mr. <br />Wilamosky suggested that the deadline be two weeks after the last ad runs. Captain Ruple <br />suggested creating a uniform date and time when applications will be available. If it is done in this <br />manner everyone will have an equal amount of time to pick up and return the applications. Mr. <br />Wilamosky agreed this is a good idea. The secretary noted that there is a list of over 50 people <br />that claim to meet the commission's requirements. She wondered if it would be permissible to <br />send them applications in the mail. Mr. Wilamosky believed it should be stated that the <br />applications must be picked up, as the commission should not extend additional courtesy to any <br />one person. He suggested sending out a letter stating that applications will be available on a <br />certain date, should be returned by a certain date, and the advertisement will be posted on a certain <br />date. It was noted each candidate must enclose documentation to prove eligibility for extra credit <br />points. If the appropriate documentation is not enclosed extra credit points will not be awarded. <br />
