Mr. Wilamosky explained in the past, because of the draft, people were offered extra credit for <br />military. He noted people now join the military by choice rather than draft. He believed the <br />commission may want to review this procedure in the future. Mr. Cummings believed, at this time <br />it is improper to phase out the military credit. <br />Captain Ruple wondered what the status is on the dispatcher situation. Mr. Cummings explained, <br />at this time, if a test is given within one year, the provisionally appointed dispatcher must be tested. <br />Mr. Ruple advised that the state has recently adopted a rule which would allow local civil service <br />commissions to certify up to ten names for any given appointment. Mr. Cummings requested <br />documentation proving these changes, as he wondered why there would be a problem with <br />choosing one out of three candidates. Captain Ruple believed by certifying ten names, the <br />commission allows his department to choose better qualified candidates. He advised, often times a <br />tenth of a point separates the third and fourth candidate. Mr. Ruple agreed to provide the <br />secretary with some sort of hard documentation supporting his position. The secretary questioned <br />if this rule did change, if the number of pass byes per candidate would also change. She advised <br />currently after a candidate is passed by three times he or she is removed from the list. <br />The secretary noted that the next meeting is scheduled on presidents day, and wondered if the <br />commission would like to reschedule. After some discussion, the commission decided that <br />scheduling conflicts prohibit a change and therefore the meeting will remain as scheduled. The <br />next meeting is scheduled for February 17, 1997. <br />X. ADJOURNMENT: <br />The meeting was adjourned at 8:30 P.M. <br />E.
