certificate or diploma must be attached for credit. Director Wilamosky believed an alteration in <br />this area could result in a change in ranking. Mr. Bielozer wondered if an announcement can be <br />made at the test. After much deliberation, it was decided that a change cannot be made as the <br />advertisement read "copies of certificates and/or diplomas must be forwarded with the application <br />to receive any extra credit." In the future the commission may consider changes in this area. The <br />clerk advised some candidates had attached transcripts, but no diploma and therefore did not <br />receive extra credit. E. Cummings motioned to reject Mr. Bielozer's request for extra credit. The <br />motion was seconded by S. Benjamin and unanimously approved. <br />The Commissioners discussed the three requests for waiver of the filing fee. The commission <br />noted some of the reasoning in the requests are very vague. The clerk advised according to the <br />current regulations a person only has to attach a letter requesting a waiver, however the <br />commission has the right to request further information. Although the commissioners would like <br />further information from two of the three applicants, they did not believe requesting fin-ther <br />information two days before the examination was a very good idea. It was clarified for future <br />testing the requirements for filing a waiver should require more background information. Chief <br />Osterhouse wondered what criteria a person should meet to have the filing fee waived. Director <br />Wilamosky advised this provision is meant to accommodate individuals that cannot afford the fee <br />without taking away from their household budget. He believed, at the time the rule was adopted <br />the commission wanted to afford everyone the opportunity to take the test regardless of income. <br />Mr. Cummings believed the commission should consider waiving the fee on the basis of affording <br />everyone the opportunity to be tested regardless of income. <br />S. Benjamin moved to grant a waiver to the three applicants that filed a request for waiver of filing <br />fee. The motion was seconded by E. Cummings and unanimously approved. <br />There was some discussion on when extra points are added in for entry level positions. The clerk <br />noted the agility test is pass/fail. Chief Osterhouse believed these points should be added in before <br />the agility test, as the written test determines the position on the list. Commissioner Benjamin <br />agreed extra points should be added in prior to the agility test. Captain Ruple believed extra credit <br />should only be given to candidates that have obtained a passing written score. <br />D) The Department of Personnel and Administrative Services began administering the typing test to <br />the secretarial candidates. In order to complete this testing process in an expedient manner, <br />Director Wilamosky has received a copy of the applications for all the candidates on the eligibility <br />list. Mr. Wilamosky will advise the commission of the test results in a pass/fail format. The <br />secretary will then send letters out advising each candidate of such results along with their current <br />status on the eligibility list. Building Commissioner Conway will receive application packets only <br />for candidates that pass the typing examination. The clerk advised there are very few names left <br />on the eligibility list. Personnel Director Wilamosky explained all the candidates on the list have <br />been tested with the exception of one person that is interested in remaining on the list, but would <br />Eke to be bypassed for this position. He noted one person passed the clerical/technical portion of <br />the examination, but the remainder either failed or declined the opportunity to be tested. The <br />Clerk clarified, according to the records, three candidates have not yet been tested because they <br />declined the position. Building Commissioner Conway has interviewed the individual that passed <br />the typing, but is unsure if he will recommend the appointment. Mr. Wilamosky wondered if the <br />list would remain intact provided the building commissioner requested a bypass on the remaining <br />name. He noted the rule reads, once the list reaches three applicants in accordance with the rules <br />the list is no longer valid. Mr. Wilamosky imposed the following two questions on the <br />
