commission: (1) Will the list be valid, if the building commissioner requests that the passing <br />candidate be bypassed? and (2) Will another test be given in the near future?. He noted, if the test <br />is determined to be void by the commission, the Safety Director may move on and make a <br />provisional appointment, and such appointment will be subject to competitive examination. Mr. <br />Conway currently has only one name to draw from the other three candidates have not been tested <br />because they have declined this appointment. Commissioner Benjamin quoted the following from <br />page 12 of the Rules and Regulations Handbook "Whenever it becomes necessary to hold a new <br />examination in order to obtain additional eligible applicants, the Commission may consolidate <br />existing lists for the same class by re -arranging the names of those eligible thereon according to <br />their grade." She wondered if this means the commission can incorporate the remaining names <br />into the new list. Mr. Wilamosky believed those individuals that remain on the list have a couple <br />options: they can retake the test and re -qualify or retain their current grade for the new list. Mrs. <br />Benjamin noted they would not be eliminated. Mr. Wilamosky clarified, they would be eliminated <br />from this appointment due to the bypass. Mr. Cummings believed the building commissioner has <br />the right to obtain three names. Mr. Wilamosky assumed, by the next meeting, there will be some <br />determination made on whether or not the appointment will be made from the list, or there could <br />be a request to bypass. The commission will have to schedule a test. Chairman Cummings advised <br />he has spoken with the Mayor with regard to the typing test. Mr. Wilamosky did not have a <br />problem with the commission using a different testing procedure as long as the equipment is <br />similar. Mr. Cummings believed the current setup for the typing examination is poor, due to the <br />number of candidates that failed. Mr. Wilamosky believed, part of the problem is the commission <br />did not require the typing examination until after there was an opening. Mr. Cummings suggested <br />that the next test incorporate the skill and ability portion. Mr. Wilamosky advised there are <br />programs which demonstrate skill and ability, but cannot guarantee a person can operate the <br />equipment. He believed it would be ideal if that were a component of the examination. Mr. <br />Wilamosky suggested possibly using Comp U.S.A. for the administration of the typing test. Mr. <br />Cummings believed an outside testing company should be used. Mr. Wilamosky advised the <br />current test is timed for 6 minutes and the machine shuts down if someone causes 255 errors. He <br />noted someone averaging 60 to 65 words per minute can complete the test in as little as 3 minutes. <br />Chairman Cummings would like the typing proficiency test administered around the same time as <br />the written test so that if an opening occurs the administration will have a valid list and no further <br />testing will be required. Mr. Wilamosky noted the job description requires a minimum 45 words <br />per minute typing skills. He believed word processing and data entry skills should be a part of the <br />typing proficiency test. The current computer test is a preset format, and does not require <br />operational skills. All a candidate must do is sit and type. The commission requested that the civil <br />service secretary take the typing proficiency test and give her opinion. Mr. Wilamosky agreed to <br />test the secretary. <br />E. Cummings motioned that the list be determined exhausted, if the remaining eligible candidate is <br />by passed. The motion was seconded by S. Benjamin and unanimously approved. <br />The Secretary advised a dispatcher's test may also be needed within the next couple months. She <br />noted the Chief believed there is a possibility someone may quit. The secretary presented a list of <br />dates available in June and July. The members called the dispatcher test for 7:30 on June 17, <br />1997. <br />Before a date is set for the secretarial test, Mr. Wilamosky requested time to review different <br />companies the commission can use for the typing test. Fire Chief Osterhouse recommended <br />finding out if the schools have some type of program. Mrs. Zolar noted the typing test was <br />
