procedure for the clerical/technical typing test. In regards to section 3-c of the admin. suggestions,
the clerk noted a candidate may move up in rank if a candidate above them fails the agility test.
The rule reads "A passing grade for the additional qualification shall in no way alter the applicants
ranked position on the eligible list." Mr. Wilamosky noted this provision is meant to prevent a
candidate from claiming he/she should be ranked higher because of performing the agility test
components better than another individual. Captain Ruple noted the agility test can alter the
ranking on the test but cannot alter a candidates score. Mr. Wilamosky agreed to remove this
provision as it came from page 11 section A -3-b of the current regulations. The commission
agreed this provision was not necessary. Sections 4 and 5 are the same as the current handbook.
Mr. Wilamosky noted section 6 should be revised to keep consistent with recent revisions to the
handbook allowing 5 names for an opening. The rule should read "In the event fewer than five (5)
names remain on the eligibility list, the list shall no longer be considered valid for purposes of
appointments to entry level positions." Section 7 on Revocation of Lists is verbatim from several
sections on page 13 of the current regulations. Page 13 and 14 section C of the current
regulations covers Disqualification of Eligible Persons. The administration has suggested
renaming this section `Disqualification and Notice," removing section C - 1-f because it is covered
in rule C -1-c, and adding the age limitation provision for police officer and fire fighter positions.
Director Wilamosky explained the intent of rule C-1 j of the current rules and regulations. The
secretary questioned if all employees must undergo a background check before appointment. Mr.
Wilamosky noted his department is now equipped to handle background checks. He advised the
police department performs a more thorough background check for police and fire department
employees. Section 9 of the administrations suggestions is verbatim to page 14, C-2.
The Commission shall continue with page 16 of the Rules and Regulations Handbook.
V. NEW BUSINESS:
A) Is the commission going to waive the filing fee for the three police officer candidates that have
requested a waiver? Discussed earlier.
B) If a police officer candidate is not currently certified, at the time of screening for employment are
they disqualified and removed from the list? Discussed earlier.
X. ADJOURNMENT:
The meeting was adjourned at 10:15 P.M.
E. Cummings,
A. Cornish, Assistant Clerk of Commissions
