ROLL CALL: <br />THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF MAY 19, 1997 WILL <br />NOW COMMENCE.... PRESENT ARE: Chairman Cummings; Commissioner Zolar; Commissioner <br />Benjamin; Police Chief Viola; and Assistant Clerk of Commissions Cornish. <br />H. DISPOSITION OF MINUTES: <br />S. Benjamin motioned to approve `the.minutes'of Apri121,` 1997, seconded by E. Cummings and <br />unanimously approved. <br />III. REPORTS: <br />A) The written portion of the Police Officer's examination was held April 23, 1997 at 7:30 P.M. <br />Approximately 207 police officer applications were distributed; 148' applications were returned; 8 <br />applications were rejected;'2 rejections were overturned; 3 requests for waiver of filing fee were <br />granted; 142 candidates were scheduled to be tested; 125 were tested; and 1 candidate tested was <br />not eligible due to rejection of application. The results were sent out May 12, 1997, out of 124 <br />candidates tested,, 86 passed; 38. failed; and two passing candidates are tied. The clerk advised <br />approximately.three people have contacted the civil service office asking to review'-,test material. <br />Page 6 of the rules and regulations,manual grants the right` to review testing materials if it is in <br />accordance with. the testing company's procedure. The clerk has contacted Stanard & Associates, <br />the testing company, and they are-willing to provide the materials for review under.-:the condition <br />that such candidates will be monitored. All candidates.participating.in`the review will be <br />prohibited from taking any material from the review site: The chief advised this should be <br />extensively monitored sothat candidates cannot tape record or write `any questions down, as many <br />times candidates ,sellthe questions. These tests are standardized and validated tests therefore no <br />scores will be. affected as'a result of review. <br />B) The top 50 candidates<are -scheduled-to take the agility test on July. 26, 1997 at the North Olmsted <br />Recreation Complex in;the'tennis courts. The clerk advised, if a candidate declines testing or does <br />not respond to the .otice.within;the time period allotted, they will not be permitted to participate <br />in the agility test. <br />C) Possible report on secretarial vacancy. The clerk advised Judith Ptacek has been appointed to the <br />Secretary II opening in the Building Department. Such appointment came off the civil service <br />eligibility list. <br />D) Firefighter Hickman has retired, effective April 30, 1997. Mr. Roger Hutkay, Jr. was hired from <br />the eligibility list for Firefighter on April 28, 1997. <br />E) Patrolman Kibler has resigned from the police department effective April 28, 1997. <br />F) Per Chairman Cummings direction the secretary of the commission conducted a survey on <br />secretarial positions and provisional openings. The results of the survey will be discussed at a later <br />date. <br />G) The Dispatcher test originally scheduled for June 17, 1997 has been postponed because there was <br />insufficient time to review packets before the advertisement would be required to run. The clerk <br />advised it would be very difficult to administer a dispatcher test in the summer. The Chairman <br />would like to call the dispatcher test for sometime in the fall- Chief Viola was concerned that a full <br />
