At the December 1996 meeting the civil service commission voted to <br />declare the June 1996 handbook a suggestions workbook. All directors and department heads <br />have received a copy of the June edition on disk or via e-mail for their review. The fire <br />department and the law department provided suggestions at the January 27, 1997 meeting. Mr. <br />Wilamosky presented his first draft copy of suggestions for changes on March 4, 1997. The Law <br />Department has since recommended changes to this original draft. Mr. Wilamo sky incorporated <br />these suggestions into his second draft, submitted on March 13, 1997. The commission began <br />reviewing the Administration's Suggestions at the March 24, 1997 meeting and shall continue with <br />page 16 of this second draft. <br />Section 8, page 16 of the administration suggestions was similar to page 13 of the current rules. <br />The commissioners compared the suggestion to the handbook. It was noted the administration has <br />suggested removing rule C- 1-f (page 14) in the current regulations. The clerk believed this was <br />possibly done because it conflicts with rule C -1-c. Chief Viola advised, in the past, if someone <br />declined a secretarial position because they did not want to work in a particular department, that <br />individual would be moved to the bottom of the list. He wondered if the suggestion is to take that <br />out completely so that if a person declines a position that individual is automatically removed. Mr. <br />Cummings believed the suggestion is that if someone declined an interview opportunity they would <br />be removed and not just placed at the bottom of the list. He was concerned that a candidate might <br />have a valid reason, such as an illness, to decline an interview opportunity. Police and Fire <br />candidates have an age restriction provision. If a candidate, reaches the age of 36 and is on the <br />eligibility list for Police or Fire, the individual would be removed as the person no longer meets the <br />age requirements. Due to this provision, the administration has suggested adding Rule k to the <br />"Disqualification and Notice" section. <br />Mr. Cummings advised he attended the Cuyahoga County Association of Civil Service <br />Commissioner's meeting, and increasing the number of names for an opening was the main topic. <br />He noted some of the cities increased to ten and others remained at three. There were several <br />cities, that did increase to five or six similar to this commission. <br />Chief Viola suggested that any verbiage referring to patrolman/patrolwoman be changed to police <br />officer. The members agreed, distinction based on gender is inappropriate. The commission asked <br />that the clerk perform a search and find to change this verbiage. Also Mr. Cummings <br />recommended that verbiage referring to firefighter/paramedic be changed to Firefighter, as <br />paramedic certification is not required for promotion. <br />It was noted Temporary, Provisional, Temporary, and Exceptional appointments are shown in <br />section one and two, page 18 and 19 of the administration suggestions. The commissioners <br />questioned the difference. It was noted section one defines when a position in the classified <br />service may be filled without competition; whereas the procedure for making such appointments is <br />contained in section two. <br />Rule IX had several suggested changes. It was noted Section 2-a ( page 18 admin. suggestions) <br />was similar to Section B -2-b (page 16 current regulations), with the exception that the verbiage <br />`dot to exceed one month" was removed in the admin. suggestions.
