V. NEW BUSINESS: <br />A) Candidates were notified via certified mail to participate in the November 1, 1997 agility test. One <br />notification letter was returned by the post office on October 30, 1997 with the notation "No Such <br />Number." After checking the application it was found the address was incorrect, however the <br />applicant did sign off on the wrong address at the time of the written test. Is this grounds for a <br />refund? Mr. Cummings questioned what address was originally submitted. The clerk advised the <br />application had the correct address, however it was incorrectly copied on the sign -in sheet. The <br />applicant then signed off on the wrong address at the time of the written test. Mrs. Benjamin <br />believed this should be addressed if and when an appeal is filed. Mr. Cummings noted the <br />applicant has not been contacted about this situation. Chief Viola wondered if there is a standard <br />operating procedure. The clerk explained the basis for the sign in sheet is for the applicant to <br />confirm the address is correct for mailing purposes. The addresses for each applicant is taken from <br />the sign -in sheet. Mr. Cummings advised the monitors were informing each candidate to check <br />their name and address for accuracy, correct where appropriate and sign off. The commission <br />advised no action should be taken at this time as the standard operating procedure was followed. <br />B) One candidate that filed an application for corrections officer did not have form DD -214, but <br />attached a letter from the Department of Veteran Affairs detailing his service time. The packet <br />stated "Form DD -214 MUST be attached to the application to receive extra credit. If Form DD - <br />214 is not attached, extra credit will not be granted." Should this candidate be given any extra <br />credit points? The commission reviewed the documentation. Mr. Cummings noted this person <br />was released from active duty in 1988. The commission wondered why this applicant did not get a <br />copy of form DD -214 instead of a letter. Mr. Cummings advised according to standard operating <br />procedure, credit should not be granted because Form DD -214 was not attached as required. E. <br />Cummings motioned to deny extra credit to this applicant due to lack of Form DD -214. The <br />motion was seconded by L. Zolar and unanimously approved. <br />C) Police Sergeants examination. The Police Sergeants examination will be 70% written and 30% <br />oral assessment. The written test will be administered by Daniel T. Clancy & Associates on <br />Saturday, January 10, 1998 @ 9:00 A.M. in the North Olmsted Community Cabin, 28114 Lorain <br />Road, North Olmsted, Ohio 44070. Candidates will have ten days, after the written results are <br />sent out, to request a review and/or protest the written portion of the examination. After a <br />decision is made on all protests, the top six candidates will move on to the assessment. The <br />assessment for Sergeant will be held the morning of March 7, 1998 @ the police station. <br />Candidates will have ten days, after the oral assessment results are sent out, to request a review <br />and/or protest the assessment. After a decision is made on all protests, final rankings will be <br />established. The Police Sergeant letters have been submitted to the Civil Service Commission for <br />approval. Police Chief Viola questioned when the letters will be sent out. The clerk advised, <br />provided approval is granted, the letters will be sent out this week. The commission reviewed the <br />letters. E. Cummings motioned to approve the "Sergeant's Intent Letters," seconded by L. Zolar <br />and unanimously approved. <br />D) Police Lieutenant's examination. The Police Lieutenant's examination will be 100% oral <br />assessment. The oral assessment will be administered by the Ohio Association of Chiefs of Police <br />the morning of January 24, 1998 @ the police station. Candidates will have ten days, after the oral <br />assessment results are sent out, to request a review and/or protest the assessment.
