Mr. Branscum stated if the Civil Service grants the extra points then I will have no other choice <br />but to seek legal council myself Mr. Cummings stated that would be fine and I would never try to advise <br />you on that matter one way or the other, We have no other choice then to go by the State rules because <br />there is nothing in writing in the City of North Olmsted hand book that covers extra points being brought <br />over from another department therefore State mandate dictates procedures here. Mr. Huspaska stated how <br />do you get the rules changed for the City of North Olmsted to address the extra points. Mr. Cummings <br />stated that the City Rules hand book is reviewed every two years and the last time it was reviewed was June <br />16, 1997, and the way to get changes made in the rule book is to make suggestions to the Civil Service <br />board, then after a majority vote is made amendments can be made to the manual and I'm not going to make <br />changes tonight when this matter is being addressed now. Mr. Huspaska stated I feel the assessment <br />process should be re -given the fact that the frame of mind that everyone was in going into the assessment <br />was set, I knew were I stood and now everything is changed I'm just talking about my mental anguish. <br />Mrs. Zolar asked if the decision on the extra points could be put off until next meeting. Mr. Cummings <br />stated it will have to be settled tonight or it will put off the promotions even further, and I would like to <br />thank the officers for coming in and speaking their minds on this matter. <br />E. Cummings moved to grant Mr. Kilbane the additional 2.4 seniority points from the South Euclid police <br />department for a total of 6.4 seniority points. The motion was seconded by J. Thomay and unanimously <br />approved. <br />Mrs. Rote stated the next protest is from Mr. Huspaska, Mr. Cummings asked Mr. Huspaska if he would <br />like to speak at this time about his protest. Mr. Huspaska stated that he would like his protest withdrawn. <br />E. Cummings moved to grant Mr. Huspaska's wish to withdrawal his protest. The motion was seconded by <br />L. Zolar and unanimously approved. <br />B) Personnel Director Popa has requested that the commission review the classified employees list in <br />conjunction with the city charter. Mrs: Popa stated the reason that I wanted to come to your meeting is .1, <br />how the Civil Service commission works as I'm new in this position as Director of personal, one of my <br />personal secretaries Lisa Kidd is a Civil Service person yet she does not appear on the list anymore for City <br />Hall under secretary II's only Judy Ptacek is. I didn't understand so I called Amy, and she said that in 1992 <br />there was a lot of discussion concerning who was classified or not, Ms. Cornish stated that none of the <br />present comity members were on the board at the time the names were removed. Mrs. Popa stated we don't <br />have the history and I would like to clear this up as to what is classified and what isn't, I was looking at <br />page 17 under the city charter it talks about the duties of the Civil Service. Mr. Cummings stated if he <br />could have the page number out of the Civil Service hand book that each member would be able to read the <br />duties themselves. Miss. Cornish stated page 32, and I'm not sure if it reads the exact same way as what <br />Mrs. Popa is reading but, basically says the same thing. Mrs. Popa read aloud article 6 Civil Service <br />Commission section 3 duties, it says all unskilled labor and three secretaries an assistant, a clerk to the <br />mayors, one secretary to each director and department head which that is the case with one of my <br />secretaries, she is an at will employee, and all part-time office help, so I couldn't figure out why this other <br />secretary would be removed from the Civil Service list for what cause, she took the test and passed it, she <br />was part of Civil Service then removed from the list, the questions that I have seen in the correspondence <br />shows that there was probably some discussion concerning if your in the union can you be in Civil Service, <br />and I see that almost everybody in the Police and Fire departments are on the Civil Service list and they are <br />in the union, the central dispatchers, secretary I's, secretary H's, they are all in the union and on the Civil <br />Service list and I couldn't figure out why is this going on like this, and I would like to get some clarity on <br />this. The other thing that it talked about is removal from the Civil Service somebody needs to be notified in <br />writing when they are being removed from the Civil Service list is that correct, shouldn't the individuals that <br />are being taken off the. list be notified. I'm looking at your book under section 5 page 26 removal <br />procedures is that the wrong area. Mr. Cummings stated I think that is the wrong section let me read over it <br />
