CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION <br />MINUTES MARCH 23-1998 <br />I. ROLL CALL: <br />THE SPECIAL MEETING OF THE CIVIL, SERVICE COMMISSION OF MARCH 23, 1998 <br />WILL NOW COMMENCE..... PRESENT ARE: Chairmen Cummings, Commissioner Thomay, <br />Police Chief Ruple, Clerk of Commissions Cornish, Assistant Clerk of Commissions Rote, and <br />Police officer Hughes. ABSENT: Commissioner Zolar <br />II. REVIEW AND CORRECTION OF MINUTES: Were tabled until next regular scheduled <br />meeting. <br />III. REPORTS: <br />A) As this was a special meeting no correspondences were accounted for but those below. <br />IV. NEW BUSINESS: <br />A) The'Police Sergeants Assessment test was held on March 14, 1998. OACP Advisory Services <br />Division administered the test. Two officers had protests, the first protest concerned a candidate <br />not being given the right amount of time to prepare for the oral presentation. The second officers <br />protest is requesting the filing date of seniority points protest be changed, and that he be allowed <br />to use seniority points from the Cleveland Clinic Police Department. The commission needs to <br />make a decision on both the above protests filed. Mr. Cummings stated since one of the officers <br />that filed a protest is present we should hear his protest first if it is agreeable, I will let you state <br />your protest first if you don't mind so we can hear your protest make a decision and move on, <br />would you like to come up. Mr. Hughes stated my protest is concerning awarding another <br />candidate his seniority points for prior police appointment, I also have prior police employment <br />prior to my hire date. Mr. Cummings stated wear were you at. Mr. Hughes stated I was at the <br />Cleveland Clinic Department. Mr. Cummings inquired as to what Mr. Hughes did at the <br />Cleveland Clinic Department. Mr. Hughes stated policeman. Mr. Cummings stated is Cleveland <br />Clinic part of the Ohio State Charter. Mr. Hughes stated yes the Cleveland Clinic police <br />department is chartered in authority by the state of Ohio, and is an official police department <br />apposed to just a security department. Mr. Thomay stated in a letter from the assistant the <br />Cleveland Clinic Commander was to fax the information about weather they are Civil.Service, and <br />if so what Mr. Hughes points were. Mrs. Rote stated I never got a fax from the commander. Mr. <br />Cummings stated what did the Commander have to say about this. Mrs. Rote stated the <br />Commander said he would fax over whether his department was part of the Civil Service or not or <br />if their organization fell under Civil Service jurisdiction, and if it did he would send over the <br />seniority points, but we never received a fax from the Commander on Friday. Mr. Cummings <br />stated maybe Mr. Hughes could shed some light on this for us. Mr. Hughes stated it is not a <br />Municipal Police Department so I. do not think it is going to fall under the Civil Service laws or <br />regulations, however it is a State Chartered Police Department, like Cleveland State University <br />Police Department, and Cuyahoga County Community Collage Police Department, there are <br />several Police Departments although they may not be Civil Service they are bonafide police <br />departments.
