the police at this department are required to take. Mr. Hughes stated correct, I was already a <br />certified policeman when I was hired by the North Olmsted Police department, also I would like <br />to address the time limit for the protest on seniority points, as I indicated in my letter I feel it <br />should be lifted due to the fact that the criteria was established for seniority points by the Civil <br />Service Commission, the police department, and the City contract of the appointment date and <br />candidate date more or less, on the reasonable criteria for the protest of the established criteria, I <br />know it is hard to follow but, if you read my letter it explains it in there. Mr. Cummings sated I'm <br />reading it right now, in reading this I would base my recommendations on the fact that the <br />deadline was past, plus the fact that my understanding is Cleveland Clinic, and Ohio State like you <br />mentioned are not part of the Civil Service which is one reason why I would vote to not grant the <br />protest, the fact that they are not part of Civil Service and are not part of what we have jurist <br />diction over. Mr. Thomay stated I concur with that because they are not part of Civil Service. <br />Mr. Cummings stated if it was part of Civil Service then I would definitely go with it but it is not. <br />Mr. Cummings motioned to deny the protest at this time. The motion was seconded by J. Thomay <br />and unanimously approved, Protest Denied <br />Mr. Cummings stated well if nothing else this is how we get this information and find out if we <br />have problems with the Civil Service criteria and if it should be changed in the future. Mr. <br />Cummings stated officer you just came in, can you please stated your name. Police Officer <br />Kilbane introduced himself. Mr. Cummings stated we have one more protest that we need to go <br />through. Mrs. Rote stated yes Mr. Branscum, he is protesting that his paperwork only indicated <br />that he had 15 minutes to prepare for his presentation, and I have spoken to Chief McKean and he <br />sent over a fax of the instructions that were given to all 6 candidates at once verbally, and then a <br />written instruction that indicated that he would have 30 minutes, as well as being told verbally he <br />would be given 30 minutes. Mr. Cummings stated I feel this one is a lot easier to make a can on if <br />you are given verbal as well as written later on after the one was wrong, I would have to say you <br />would have to know to go with the later instructions or I would be asking instructions at that <br />time. <br />Mr. Cummings motioned to deny the protest at this time. The motion was seconded by J. <br />Thomay and unanimously approved, Protest Denied <br />Chairman Cummings requested the secretary take note of rule II section 7E for the next review of <br />the hand book. <br />B) Four faxed copies of the assessment results were received on March 18, 1998, from Police <br />Chief McKean the board needs to announce the results of this test to the 6 candidates. <br />Mr. Cummings stated that Chief Ruple request that we hold the announcement of the assessment <br />results until 9:30 A.M. as he told the 6 candidates that would be the time of the announcement. <br />Mrs. Rote stated it is now 9:30 A.M. and since the tape recorder has been off more police officers <br />have arrived, could you please identify yourselves. Police officer Timothy Cook introduced <br />himself as well as Police Officer Mike Kilbane, all council members are still present, as well as <br />Chief Ruple, Officer Hughes, and Officer Branscum. Mr. Cummings stated we have taken care of <br />the written protest and now we are here to announce the final standings after the oral test, they <br />
