new wording. Mr. Jenkins requested a chance to read both the old wording and the <br />recommended change before giving his opinion. Mr. Jenkins was given a sheet with both the old <br />wording and the new to read. Mr. Jenkins suggested leaving the new wording under section 4 <br />paragraph 7, and add "and/or" to the new sentence. Mr. Jenkins suggested the new wording <br />should not be separate from section 4 paragraph 7. When you read section 4 paragraph 7 it <br />discusses purchasing the manual, so the added fee for other documents fits in naturally. Mrs. <br />Zolar stated she agreed with Mr. Jenkins that the new wording should stay in the paragraph, but <br />the paragraph itself should be separate from paragraph 7's. The paragraph that covers the cost <br />of the manual should be paragraph 8, and then change paragraph 8 to read as paragraph 9. The <br />clerk reviewed the suggestion that was made and asked for a motion on the issue. <br />E. Cummings motioned to make the suggested changes to chapter 1 section 4 paragraphs" 7, 8, <br />and add a paragraph 9. Mr. Cummings asked the clerk to read the wording as it will appear in the <br />handbook. The clerk stated the handbook will read as follows: <br />(7). Rules and Regulations Handbook shall be reviewed by the Commission every two years. The <br />handbook will be distributed to each Director and each Director may be permitted to provide. the <br />Commission suggestions to amend the manual. Any amendments to the Rules and Regulations <br />must be made by a majority vote of Commission members at a regular public meeting. Upon. the <br />amendment of any Rule and Regulation, the Secretary shall updated the manual. Copies of the <br />amended and updated manual and/or amended page(s) of the Rules and Regulations manual shall <br />then be provided to all Directors and Department Heads. The Commission may amend the Rules <br />and Regulation at any time, providing such amendments are made by a majority vote of <br />Commission members at a regular public meeting. <br />(8).This manual is considered to be a public document and is available for inspection by the general <br />public. Persons wishing to inspect this manual may do so by giving the Secretary to the <br />Commission reasonable notice. The general public may obtain a copy of the Civil Service <br />Handbook, Minutes, and/or any other public documents pertaining to Civil Service, by giving the <br />Secretary to the Commission reasonable notice and paying over to the Secretary to the <br />Commission a sum of twenty five ($ 0.25) cents per single sided page. Payment should be made <br />by money order or certified check, payable to the City of North Olmsted. <br />(9). It is assumed that the above guidelines require a working knowledge of both the Ohio <br />Revised Code and the North Olmsted City Charter provisions relating to civil service. <br />The motion was seconded by J. Thomay and unanimously approved. <br />V. NEW BUSINESS: <br />A) The board members need to discuss the recommendations received regarding new <br />employees (ie. Firefighter/Police) being allowed to bring their seniority points earned from <br />other Civil Service departments outside North Olmsted to their new position with the City of <br />North Olmsted. The board will also need to discuss the suggestions made by the Personal <br />Director, and the graduation dates of the Paramedic and Ohio Peace officer training <br />certification classes. Mrs. Zolar suggested the letters from the Law Department, Fire <br />Department, and Police Department be read aloud so the opinions could be compared and <br />made part of the record.
