Department, and Police Department please see correspondences attached to these minutes. <br />Mr. Cummings suggested this issue has come up in the past, and we feel it should be <br />addressed in our Civil Service handbook. Mr. Cummings asked the clerk if she had received <br />any response from the union representatives that were contacted. The clerk stated that both <br />Mr. James Miller, and Mr. Tim Calvitti were sent memo's requesting their opinions, but she <br />had not receive a response from either representative. The clerk noted that on June 12, 1998 <br />she received a carbon copy of an E -Mail that Mr. Jenkins sent to both Mr. Miller and Mr. <br />Calvitti reminding them that their opinion on seniority points, needed to be submitted in <br />writing to the Civil Service office no later then June 15, 1998, by 4:00 p.m., or they could <br />attend that nights meeting and voice their opinion in person. Mr. Cummings suggested he <br />interpreted Mr. Ruples letter to read that he was not for the seniority points, and that Mr. <br />Osterhouse's letter reads 'as though he is in favor of the points, but only for full-time <br />personal. Mr. Cummings asked Assistant Chief Smith what the difference between a full-time <br />position and a part-time or volunteer position would be. Mr. Smith suggested the difference <br />would be full-time employees have more experience ie. working the shifts, doing inspections, <br />and taking on more responsibilities. Assistant Chief Smith suggested their office interpreted <br />the law departments letter to be saying carrying over seniority points from one Civil Service <br />potion to another is already allowed. Mr. Cummings agreed with Assistant Chief Smith that <br />the Ohio Civil Service & collective Bargaining Laws & Rules book states that any Civil <br />Service position should be allowed the right to carry their seniority points from one Civil <br />Service position to the next, whether they are the same jobs or not. However if we address <br />this issue in our Civil Service handbook then we can choose if seniority points from other <br />departments will or will not be allowed. Mr. Smith suggested it could cause friction among <br />the employees. Mr. Cummings asked Safety Director Jenkins his opinion. Mr. Jenkins <br />suggested the Civil Service office could contact surrounding Civil Service offices to see how <br />they address seniority points being carried over from other jobs. There are always pro's and <br />cons to every issue, and some of the pro's are that you could get some very talented people <br />from other locations, but there are some liabilities with that also, such as why are they leaving <br />their department is a question that always comes up. The question was asked if an individual <br />from another department comes to North Olmsted would they keep their rank from their last <br />department. Assistant Chief Smith suggested the only candidates that transfer are officers, if <br />they are ranked as a sergeant or higher they usually don't leave their departments. Mr. <br />Thomay asked if candidates transfer from one department to another frequently. Mr. Smith <br />suggested that in past practice it was unusual, but more and more we are starting to see it. <br />At one time the union wanted to allow personal to transfer from one department to another <br />without taking a test. Mr. Smith suggested this wouldn't work because the new employee <br />would know nothing about our City, and it takes time to learn every street in the North <br />Ohnsted. Mr. Cummings stated we will not be voting on this now, we would like to research <br />this issue more before making a ruling. Mr. Cummings requested the clerk speak with the <br />Law Department and Safety Department with regards to the actual wording that would be <br />placed in the book. Whether we allow the seniority points or not. <br />E. Cummings motioned to table the issue of the seniority points until the next regular <br />scheduled meeting. The motion was seconded by L. Zolar, and unanimously approved. <br />A memo from Personal Director, Jan Popa that was received on June 15, 1998 was <br />addressed. The memo was read aloud by the clerk. Mr. Cummings suggested the board <br />needed to know. what the job requirements are for the City's secretarial positions, i.e. the <br />typing requirements, computer skills required, and other clerical requirements.
